SUMMARY OF DUTIES:

The Senior Construction Engineer reports to the Senior Manager Capital Construction for the Central and Southeast Regions.

The Senior Construction Engineer works in a multifaceted design and construction management environment and will assist the capital construction managers with review and comment on projects in the design and constructability review phase along with assisting in the management of projects in the procurement and construction phases of Amtrak’s capital improvement programs support in the management of Amtrak’s roles as it applies to outside 3rd Party projects may also be required.


ESSENTIAL FUNCTIONS:

  • Performs design and constructability reviews on projects during their design phase.
  • Participates and may initiate the exploration and early scope development of future design and construction projects.
  • May manage multiple small to medium size construction projects concurrently at the Division geographical level.
  • Represents a division or sub-department as required, for third-party design and construction projects.
  • Provides project coordination and timely notices to all stakeholders affected by projects.
  • Provides a quality control/quality assurance review of in-house and third-party construction projects on Amtrak owned or operated property and makes recommendations for improvements in the quality control/quality assurance functions.
  • Works with Amtrak design staff to effect changes in standards and contract documents and recommends modifications to standards and contract documents as required.
  • Provide reporting, oversight, and technical support to 3rd party construction management firms hired to act as Amtrak’s agent for projects funded and performed by Amtrak, private individuals, outside companies or outside agencies on, over, or adjacent to Amtrak property.
  • Work within Amtrak project control’s structure and with Amtrak document control specialists to maintain all project related documentation.
  • Responsible for day-to-day control and construction management of projects and coordinates proposed work with all stakeholders which include, but are not limited to other Amtrak departments, outside agencies, municipalities and other railroads as required.
  • Ensures that construction work is progressed in accordance with standard plans, specifications, and established Amtrak and FRA requirements.
  • Performs construction inspections necessary to protect the integrity and safety of railroad operations and determines necessary remedial actions that may need to be taken on Amtrak performed, outside contractor projects, or projects performed on behalf of outside parties, to correct deficiencies.
  • Updates project resource schedules, tracks and reports on overall project performance.
  • Reviews, analyzes, and approves or denies potential change orders or potential claims received from the contractors in accordance with terms and conditions of the contract to determine whether extra work or delay issues are justified.
  • Responsible for reviewing draft invoices to ensure accurate and complete invoicing to Amtrak and the Project Delivery department’s customers.
  • Resolves customer-billing exceptions as needed.
  • Performs and coordinates project closeout functions

 

MINIMUM QUALIFICATIONS:

  • Extensive construction experience.
  • Demonstrated experience working with contractors.
  • Demonstrated experience in working with multiple team members
  • Ability in the exercising of considerable judgment and initiative
  • Demonstrated experience in Planning/Scheduling, administration and contracts management.
  • Demonstrated experience in Construction Management.
  • Prior satisfactory job performance is required
  • Demonstrated skill using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
  • Demonstrated years of experience


PREFERRED QUALIFICATIONS:

  • Demonstrated railroad experience.
  • Demonstrated experience and knowledge of train operations, railroad maintenance and construction methods
  • Knowledge of NORAC, MW1000, AMTII and RWP requirements
  • Knowledge of FRA regulations
  • Extensive experience in Construction Management
  • Extensive experience in Planning/Scheduling, Administration and Contracts Management
  • Extensive experience in managing complex programs in an operating environment
  • CCM Certification is a plus, or ability to obtain in two years

  • Must have excellent oral and written communication skills.
