SUMMARY OF DUTIES:

This position a team responsible for developing and implementing strategies to negotiating, and ensuring uniform application and interpretation of, host railroad operating agreements and other agreements, with particular emphasis on improving host railroad performance. The team creates and negotiates new programs to reduce host railroad delays and improve on-time performance in a manner that is cost effective for Amtrak. This position is an expert in the terms and provisions of Amtrak’s host railroad agreements, the Rail Passenger Service Act, arbitration and litigation facts and decisions, and Surface Transportation Board and Federal Railroad Administration activities. This position collaborates

with multiple Amtrak departments and external stakeholders including Business Units, Law, Government Affairs, Engineering, Real Estate, Planning, State Contracts, Finance, and State Partners.

 

ESSENTIAL FUNCTIONS:

• Direct all operations of team responsible for monitoring, analyzing, and addressing Amtrak train operations on host railroads, including delays, OTP, and overall performance. Set team goals to align with corporate objectives.

• Direct implementation of collaborative initiatives with cross-functional Amtrak and host railroad teams to improve performance.

• Direct development and implementation of nationwide delay reporting procedures, including dissemination of data to host railroads.

• Use in-depth knowledge of the freight rail industry and industry trends, Amtrak operations, and legal framework and contractual agreements governing Amtrak’s host railroad relationships to improve operation of Amtrak trains on host railroads. Formulate related strategy recommendations to senior and executive management.

• Lead interface with STB, FRA, public agencies, and other external stakeholders with respect to host performance issues. Develop and lead implementation of strategies to engage these stakeholders in advancing Amtrak objectives.

• Direct responses to host railroad requests for changes to train performance and delay data.

• Develop litigation strategies and objectives in collaboration with General Counsel and direct litigation support activities related to host railroad performance. Review/analyze legal documents and expert witness testimony.

• Negotiate Service Outcome Agreements for FRA grants and in negotiating Amtrak operating agreements with host railroads.

• Develop new financial incentive systems for incorporation into host railroad operating agreements.

• Mentor staff, including working with staff to create and implement career development plans. Implement succession

planning activities.

• Creating and estimating costs and impacts of projects on host railroads.

• Direct preparations of cost and operating analyses to establish a sound financial basis for negotiating positions designed to achieve a high level of host railroad service at the lowest cost to Amtrak.

• Ensuring uniform interpretation and application of operating agreement provisions.

• Design host performance metrics and goals and disseminate host performance information.

• Assist in Amtrak’s host railroad financial management process.

• Perform other related duties as assigned.

 

Minimum Qualifications

• Bachelors or equivalent degree, or equivalent combination of work experience, training and education.

• 11 years of relevant work experience

• Expertise with Microsoft Office Suite (i.e. Excel, Word, and PowerPoint) computer software and applications.

• Strong analytical capabilities, bolstered by a thorough understanding of rail operations and economics.

• Strong oral and written communication skills necessary to obtain, both inside and outside of Amtrak, the information and cooperation necessary to negotiate and administer host railroad operating agreements that will assist Amtrak in meeting its corporate objectives.

• Ability to use persuasion and leverage to achieve Amtrak objectives in conjunction with host railroads over which this position has no direct authority, within time and budget constraints.

• Sound business judgment and negotiating skill, including ability to resolve disputes while maintaining good relationships.

 

Preferred Qualifications

• Master’s degree

• 13 years of relevant work experience

• Experience working with or for host railroads; familiarity or experience with host railroad operations and economics.

• Experience in negotiating, implementing and interpreting agreements with host railroads, and/or in contract

administration.
