SUMMARY OF DUTIES:
This position is responsible for leading the supply chain operational activities across multiple Amtrak material control locations located in the Northeast and Midwest. Develop continuous improvements in warehousing, inventory control, distribution, and process/policy/procedure compliance.  Paramount to success in this role is the building strong relationships with front line operational customers (e.g., Mechanical and Maintenance of Way), to ensure material availability and quickly solve any shortages. In addition, this role will support Supply Chain’s strategic initiatives and KPI goals. Another major aspect of this role will include but not be limited to developing a strategy and plan for a reverse Repair & Return (R&R) centralized operation for improved controls and efficiencies for the Amtrak network

 

ESSENTIAL FUNCTIONS:
• Lead team in ensuring a safe workplace for all employees and visitors
• Achieve or exceed the key performance indicators especially fill rate through close monitoring of daily performance and through root cause analysis to identify systemic issues and needed improvements. 
• Ensure operational compliance and excellence (audit, procedure, policy and KPI) in the following areas; cycle counting, WRAP audits, Wall 2 walls, management controls, budget and safety
•  Perform routine site visits to ensure compliance with federal, state and local regulations as well as Amtrak company policies in the areas of material handling including warehousing, safety, security, and ensure the accuracy of Amtrak’s working capital
•  Manage a team of 3-5 direct and 30 – 50 indirect reporting employees with an annual inventory value of up to $30 to $40M divided amongst 4 terminal locations.
•  Regional scope could vary but is likely to include the following states and operations:  Delaware Operations, North East Corridor (Wash DC, NY, ALB and Boston) including the Indianapolis operations.
•  Monitor attendance policies and lead any required employee investigations including interviews and thorough documentation. Access progressive discipline per policies as required.
•  Support & perform annual activities on Amtrak’s slow moving inventory. Interface with the operational business customers in assisting the identification of items to be written off or sold and or scrapped.
•  Support cross-functionally ISDP meetings (Integrated Supply & Demand Planning) with local operational business customers and other significant stakeholders to understand the business requirements for material across the Amtrak organization
•  Where applicable, support service maintenance contracts as far materials management:  GE (LCPM; P-42 engines and components), Progress Rail (Locomotive trucks and hatches) and Siemens Charger Locomotives
•  Coordinate ALC-42 mobilization for the Long Distance business lines via developing internal KPI’s and SOP’s including Amtrak’s future ICT (Intercity Trainsets) within the NEC.
•  Implement process improvements which optimize working capital inventory while providing increased customer service levels (e.g. installation of Point of Use (POU) machines, VMI)
•  Prepare and manage annual operating and five year capital budgets

 

MINIMUM QUALIFICATIONS:
•  Bachelor’s degree in Supply Chain, Engineering, or business related area or the equivalent combination of education, training and/or experience
•  Strong working knowledge of SAP Materials Management (MM) and Warehouse Management (WM/eWM) software modules
•  Strong skills using PC-based spreadsheet (Microsoft Excel, Access); Microsoft Word, PowerPoint as well as SAP report creation
•  Prior supervisory experience of large supply chain organizations with multiple warehousing locations with the ability to provide guidance, oversight and leadership
•  Knowledge of union work rules, progressive discipline policies, and demonstrated experience as a charging officer
•  Strong working knowledge of supply chain management, financial analysis, process improvements and lean manufacturing concepts
•  Prior satisfactory job performance
•  Strong communication skills, interpersonal skills, ability to multi-task and demonstrated initiatives/self directed, team player and strong customer service characteristics
•  Ability to identify critical objectives while considering the impact of those decisions and activities affecting the final desired outcome to achieve long-term goals

 

PREFERRED QUALIFICATIONS:
Proven extensive & successful experience in Supply Chain management within an MRO spare parts and or railroad environment
Demonstrated experience in Six Sigma best practices
Experience is a Repair and Cycle Support Industry (Vendor and In-House)
Knowledge of Tableau
