SUMMARY OF DUTIES:
A General Foreman is responsible for directing the operation of an area of major overhaul, major repair, and/or component backshop, including efficient use of personnel, timely performance of work, quality of work, and financial aspects of the associated budget.  This operation includes, but is not limited to numbers of mechanics, laborers, and technicians using large and small production machinery and substantial amounts of material.

 

 

ESSENTIAL FUNCTIONS:
•Manages equipment overhaul and repair programs, manages production resources, and provides diagnostic and troubleshooting expertise in order to increase equipment availability and reliability and meet production goals.
•Executes complex production plans for rolling stock and its components in accordance with all Amtrak and regulatory requirements as well as safety and passenger aesthetic requirements.
•Functions in primary leadership role for his/her shift and coordinates efforts with Rolling Stock Engineering, Materials Management, and Terminal Operations while maintaining oversight responsibility to ensure proper communication of mechanical issues, safety issues, material issues, etc.
•Oversees the scheduling and execution of all work orders for assigned equipment including overhauls, modifications, campaigns, wreck repairs, corrective repairs and planned preventive maintenance activities.  Assures major work and overhaul activities are performed in accordance with project scope of work and associated bills of material.
•Reviews daily reports to ensure all inspection and work order results are properly recorded in WMS with attention to conditions found, performance measurements taken/recorded, symptoms noted, and inspections completed and/or deferred.
•Reviews and analyzes production, man-hour, material, and variance reports on a timely basis to assure completion of projects within goal and on time.
•Monitors availability and reliability metrics and promptly evaluates problem areas.
•Participates in Maintenance Effectiveness Reviews essential to the Reliability Centered Maintenance program.
•Ensures foremen and mechanical craft employees are properly trained in inspection, test, and maintenance procedures.
•Implements inspection and mechanical service related safety plans and programs.
•Takes initiative for solving problems in a timely, effective manner, even under conditions of uncertainty, and exhibits a sense of urgency relating to need for action and change.

 

 

MINIMUM QUALIFICATIONS
•Associate’s degree in Engineering or related field or equivalent combination of experience, education, and skills.

•Demonstrated experience working on machinery in an industrial, marine, railroad, or plant production environment.
•Some leadership/management experience.
•Demonstrated experience in diagnosing, troubleshooting and/or overhauling electrical and/or mechanical systems.
•Some knowledge and experience related to safety program methodology and its application.
•Solid leadership and decision making skills.
•Solid organizational and problem solving skills.
•Ability to administer effective presentations.
•Knowledge of accepted industry quality standards and the ISO quality procedure.
•Understanding and working knowledge of various mechanical crafts and labor contracts.
•Ability to recognize opportunities for change designed to address chronic issues and concerns.
•Some analytical skills.
•PC skills including word processing, spreadsheets and presentation software.

 

PREFERRED QUALIFICATIONS:
•Knowledge of FRA, FDA, AAR, APTA, EPA, FTA, and OSHA Standards and Regulations.
•Knowledgeable in railway and rail transit rolling stock equipment.
•Experience in repairing and overhauling passenger cars, diesel locomotives, and electric locomotives.
•Some supervisory experience in an operating environment.

 

 

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent verbal and written communication skills.

 

 

The salary/hourly range is $98,000. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
