SUMMARY OF DUTIES:
This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. Under the direction of the Senior Director – FDT Package A Tunnels, the Director Capital Construction (DCC) - FDT Package A Tunnels, will be responsible to oversee a multi-disciplinary team of design, program and construction management personnel to ensure delivery of the FDT Package A Tunnels construction package consistent with Amtrak’s Capital Delivery goals of safe, on-time and on budget project delivery. FDT Package A Tunnels scope includes 2ea approximately 2 mile long tunnels to be constructed via TBM, and other major civil work at 4 locations including: Support of Excavation (SOE), excavation and concrete structures for shaft facilities (south portal / vent, intermediate vent, north vent, north portal); ground improvements; coordination with tunneling under Amtrak’s corridor and MTA light rail and subway; a 800’ long SEM plenum tunnel; drill and blasting excavations; instrumentation and monitoring; and coordination with the public and adjacent contractors. The Director Capital Construction will help develop and direct an execution team, including Amtrak and Consultant personnel, to ensure the Package A work stays within the approved scope, schedule, and budget, and ensuring adequate and timely support is obtained from other functions. The Director Capital Construction will be responsible for project management, support of contracting processes, construction management, and commissioning of infrastructure assets within the assigned scope of Package A Tunnels. This position will also conduct outreach, coordination and collaboration with the Federal Railroad Administration, state partners, and other stakeholders, as necessary, and will require regular analytical and metric-based reporting to Senior Staff. The Director Capital Construction with be one of the Contracting Official’s Technical Representative (COTR) for the Package A Contract(s), and will be responsible for monitoring Contractor’s performance and will act as the liaison between the program team and Amtrak’s Procurement team.

ESSENTIAL FUNCTIONS:

Directors Capital Construction are accountable for project outcomes. They are consulted across project activities and provide approval for project decisions. They should consult with their manager (Sr Director or AVP of program) on any major decision points likely to impact project outcomes. 

  • Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.
  • Coordinates construction planning and phasing between their contract(s) and adjacent or coordinating contract(s), utility work, etc.
  • Constructability review, working collaboratively with contractor(s) and designer(s) to optimize the design.
  • Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
  • Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
  • Use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities.
  • Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes. · Work with senior leaders to contribute relevant data to support annual planning activities.
  • Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree with a minimum of 11 years or more of relevant work experience or any equivalent combination of education and experience.
  • Experience leading the development and/or delivery of heavy civil infrastructure projects. In particular for this Package A Tunnels, experience in:
    • Support of excavation, controlled rock blasting, concrete structure
  • Mastery level with project management core competencies,
  • Proficiency with federal competitive procurement processes and regulations 
  • Highly motivated and self-directed
  • Strong analytical and creative problem-solving skills, with strong focus on collaboration, team building, and customer service
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Ability to work independently, effectively prioritize and execute tasks while under pressure.
  • Ability to drive continuous improvement and efficiencies.
  • Proficiency in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).
  • Must have excellent oral and written communication skills.
  • Must have work authorization in the United States


PREFERRED QUALIFICATIONS:

  • Graduate degree in Business, Engineering or Construction Management. 
  • Construction Manager At-Risk (CMAR) or other alternative delivery contracting experience
  • Infrastructure construction program management
  • Experience managing programs in the transportation industry environment
  • PMP Certification in good standing Preferred
  • In particular for this Package A Tunnels, experience in these specialties is Preferred: Various types of grouting ground improvement, SEM tunneling, SOE types including secant piles and drilled shafts

The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
