Under the direction of the Senior Principal Project Manager, the Principal Project Manager is responsible for managing specific complex capital construction projects. Total project costs may exceed $50M. Individuals in this role use advance knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities with indirect supervision from the Senior Principal Project Manager, or Director of Portfolio Management.  Individuals in this role may have indirect reports, contracted general engineering service providers, and/or matrixed functional team members.  The role requires regular analytical and metric-based reporting to Senior staff, Executive Governance Committees and external stakeholders including FRA, MBTA, RIDOT, CTDOT and NYSDOT.



•    Prioritize safety in every aspect of project management, and effectively contribute to a safe work environment for employee and customers
•    Demonstrate necessary leadership to support a zero incident/injury culture within Amtrak; conduct safety audits as part of regular field visits to construction sites.
•    Develop and implement project plans, schedules, and budgets consistent with operational needs and budget allowances; Oversees bid negotiations and consultant relationships.
•    Manage and monitor project schedules, progress, and costs; Maintain, adjust, and update plans as needed; Consolidate, manage, and elevate all issues and risks affecting a project.
•    Ensure project progress by measuring the variance in scope, schedule, cost, and quality from the respective baselines and take necessary action to develop appropriate change requests 
•    Identify, document and spear-head evaluation of changes based on cost, schedule, risk, and scope impacts, as well as cross-functional dependencies. Ensure appropriate packaging of relevant information to support project change requests.
•    Mentor and coach junior level Portfolio Delivery staff and matrixed team members.
•    Work with senior leaders to contribute relevant data to support annual planning activities.
•    Provide financial project performance and forecasting reports to senior executive and government regulators.
•    Identify and evaluate risks associated with project activities and work across organization to establish and monitor mitigation plans.
•    Establish appropriate project governance structures and processes by engaging key stakeholders
•    Proactively establish and maintain communication channels across stakeholder groups to enable scoping, financial and resource planning decisions.
•    Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
•    Identify efficiencies and present recommended improvement opportunities at various levels of management.
•    Build and maintain external relationships to provide effective communication of capital program status and accomplished goals and objectives with funding partners such as CTDOT, MBTA, RIDOT, NYSDOT.
•    Develop and administer budget of assigned projects; Approval of forecasted funds needed for staffing, equipment, materials, and supplies; Approve expenditures and implement budgetary adjustments as appropriate.
•    Represent Amtrak at meetings and conferences with elected and public officials, private citizens, and public and private organizations.
•    Remain abreast of new trends and innovations in the field of project management and public transportation.
•    Analyze challenges, resource conflicts, problems, and process breakdowns to ensure lessons learned are used to improve project management and project delivery practices.
•    Maintain a professional, collaborative environment with all peers and colleagues.



•    Bachelor’s degree and a minimum of 7+ years of project management experience with emphasis on large scale implementations, or an equivalent combination of education and work experience 
•    In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience is needed
•    Transportation industry experience including knowledge of applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects
•    Understanding of business operations and the impact departmental actions have on the corporation and operations
•    Experience working with government agencies and organizations
•    Roadway Workers Protection (RWP), NORAC/ Operating Rules; MW 1000, AMT2, AMT23, AMT27.
•    Project Management Professional (PMP) certification (Must be willing to obtain within 12 months of date of hire) 
•    Must have work authorization in the United States.
•    Strong project management skills with prior experience managing complex cross-functional projects in a highly matrixed environment 
•    Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response
•    Demonstrated ability to examine and review engineering drawings and specifications and provide relevant comments to designers and cognizant team-members.
•    Experience with leading cross functional multidisciplinary project teams 
•    Experience with integration of multiple project components, including vendor-produced scope components  
•    Strong Written and Oral communication skills with ability to present complex information and respond to complex needs of a large and visible project or program 
•    Ability to network with internal and external stakeholders, and leverage relationships to resolve complex project issues  
•    Effectiveness working diplomatically across teams with varying and/or competing objectives. 
•    Labor unions agreements.
•    Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)


•    Specific subject matter expertise in management of large scale, operational infrastructure construction with working knowledge of railroad track, structures, facilities, signals, and electric traction systems
•    Experience managing diverse and geographically dispersed, functional groups of individuals through indirect authority, or influence, in a matrixed organization
•    Professional Engineer’s (PE) license in New York, Connecticut, Rhode Island, or Massachusetts or licensed architect. 
•    9+ years relevant experience preferred and Master’s degree in engineering, project/construction management, business administration or a closely related field
•    Direct or matrixed people management experience is a plus. 
•    5 Days on-site requested
•    Hybrid remote work (3-4 Days on-site / 1-2 day remote) possible for discussion
•    Project/Construction site visits on the Right-of-Way are required, at times including 2nd and/or 3rd shift(s), weekends, and holidays.
