SUMMARY:
Responsible for the project management, design preparation and review of structural and civil engineering projects and studies to repair, rehabilitate or construct railroad bridges, facilities and stations. Prepare design documents (inclusive of design CAD detailing and specification preparation) in-house for the repair and rehabilitation of various types of railroad infrastructure constructed by railroad construction forces or contractors. Manage design efforts by A/E firms for structural and civil Amtrak infrastructure projects and coordinate the interface with Amtrak Engineering’s other core disciplines (Track, Electric Traction, Communication and Signals)
Review engineering designs submitted by outside agencies for projects to be constructed on, over or adjacent to Amtrak property to insure compliance with Amtrak and industry standards.
ESSENTIAL FUNCTIONS:
- Provide technical expertise to other departments and provide engineering assistance to Division Engineers and their staffs in supporting rail infrastructure projects. The position also reviews and approves construction process issues when requested by field personnel.
- When necessary the position makes field inspections to investigate situations before making engineering recommendations, designing repairs or for the preparation of scopes of service.
MINIMUM QUALIFICATIONS:
- Demonstrated experience in structural design with particular emphasis in bridges and buildings, and civil design abilities in the areas of drainage and geotechnical.
- Demonstrated experience in developing design and construction documents and procurement packages
- Demonstrated experience diagnosing field problems and developing efficiently-deployable solutions that work within site, time and special constraints.
- Project management experience with multi-discipline projects and ability to collaborate with state federal and local agencies, outside engineering firms and engineering groups within the railroad organization.
- Knowledge and understanding of AREMA Recommended Practice as well as other applicable industry codes and standards (AISC, ACI, PCI, IBC, ASCE, etc.)
- Demonstrated experience in preparation of RFP’s and scopes of service for projects and associated experience with cost and schedule estimates for budgeting purposes.
- Demonstrated ability to multi-task and prioritize engineering assignments and projects
- Understanding of NEPA requirements
- Proficient in AUTOCAD and Microsoft Office Software and structural and civil design software
PREFERRED QUALIFICATIONS:
- Bachelor or Master of Science in Civil Engineering
- Engineer-in-Training (EIT) Certification
- Demonstrated structural design experience of railroad projects with particular emphasis in railroad bridges, maintenance facilities and stations and some civil design experience in the areas of drainage and geotechnical.
- Project management of multi-disciplined railroad infrastructure projects
- NEPA and environmental permitting knowledge
- Knowledge and understanding of passenger rail operations and rail infrastructure environment
COMMUNICATION AND INTERPERSONAL SKILLS:
- Must have excellent oral and written skills and ability to prepare and present project technical reports and commentaries to management and outside agencies
- Must be an effective communicator with the ability to represent Amtrak at various project functions as they pertain to public outreach and interface with outside agencies
- Must collaboratively interact with all departments in the company, co-workers, and outside agency individuals to exchange project and technical information
- Must be capable of performing project duties with minimal supervision
- Must be a self-starter and motivated individual capable of anticipating the next step in a process or project and finding out what information/knowledge is required to answer a question or complete a task.
This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
The salary range is $108,000 - $139,960 for the Sr Engineer and $93,080 - $120,630 for the Engineer. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
