The Senior Procurement Analyst is responsible for supporting the Strategic Acquisitions team of procurement managers and directors with complex analyses and organizational responsibilities. Individuals in this role will Independently complete assigned non-routine tasks to improve the efficiency of the department and to identify opportunities for cost improvements in Amtrak’s rolling stock contracts.  The Senior Analyst will work closely with the Senior Director of Strategic Acquisitions to prepare for future rolling stock acquisitions by assisting with supplier and market research, benchmarking analysis of past acquisitions, and maintaining an organized document management system. 


• Compile and review past rolling stock RFIs and RFPs to create a benchmarking database for future use
• Conduct lookback analyses on contract change orders to identify trends with an eye to reduce change orders where possible
• Create and populate a summary template of all Strategic Acquisition contracts including key variables such as scope, contract value, schedule, milestone payments, etc.
• Analyze all service and parts contracts identifying the parts and suppliers of parts to compare contract pricing across vendors and Amtrak’s own MRO buys. Identify what data is needed to conduct this in-depth analysis.
• Populate newly created document library with all contracts and documents managed by the Strategic Acquisitions team and maintain
• Investigate all oversite contracts used in Strategic Acquisitions and elsewhere to identify consolidation opportunities
• Build database of sub-suppliers used by our service/parts and rolling stock vendors to identify opportunities for improvement in costs in these contracts
• Ad hoc analyses and support as requested by the Sr Director of Strategic Acquisitions


• Must have strong analytical acumen with ability to draw conclusions and make recommendations based on data analyses. 
• Ability to manage and prioritize multiple projects and relationships and attack a wide variety of business challenges.
• Proven track record of improving ways of working by creating tools and processes to streamline work and data access.
• Must take initiative and maintain a delivery focus with a strong drive to deliver on commitments.  Be curious and driven to get to an answer in ambiguous situations or when meeting roadblocks.
• Strong communicator with excellent interpersonal skills including creating and making presentations and white paper write ups.  Must be comfortable speaking up and escalating issues as needed.  
• Outstanding PC skills, including MS Office applications with an emphasis on MS Excel, Powerpoint, and Access.
• Bachelor’s Degree with at least 3 years work experience


• Background or interest in engineering or physics to understand the contracts managed in Strategic Acquisitions
• MBA preferred

Must have excellent oral and written communication skills.
