The Sr Manager Real Estate for the NEC South End Development is responsible coordination and acquisition of property interests for major capital projects on the South End of the Northeast Corridor. As part of a team responsible for acquiring more than 800 public and private property interests in the State of Maryland, this position requires negotiation talent, strong understanding of real estate, eminent domain, valuation and methodologies, as well as real estate acquisition expertise.  Working closely with Amtrak’s Director of Acquisitions and the Senior Director of Portfolio Management for the NEC South End, the Sr Manager of Real Estate will work with consultants, managing work-streams and coordinate with multiple Amtrak departments and the Federal Railroad Administration.  Experience with subsurface easements and federal funding requirements including the Uniform Relocation Act are a plus. Individuals in this role work independently with indirect supervision. The role requires regular analytical and metrics-based reporting to other staff, senior management, and stakeholders.



  • Ability to work within a team to ensure the timely and cost-effective acquisition of public and private property interests to support major capital projects.
  • Manage the development and review of appraisals, acquisition offers, acquisition negotiations, property research, and settlements.
  • Solid understanding of the negotiation and management of real estate transactions, real estate laws, valuation, title reports, civil engineering plans as related to real estate.
  • Ensure compliance with Amtrak and federal funding requirements, including the Uniform Relocation Act.
  • Overseeing the timely relocation of displaced businesses and residents.
  • Negotiate terms of public and private real estate acquisitions.
  • Understanding and implementation of property management of acquired properties.
  • Provide assistance to and work jointly with the Law Department in drafting legal documents and contract terms for acquisitions and other real estate transactions.
  • Ensure that program status, schedule, financial performance and forecasting information is available and reportable for senior executives and government regulators.
  • Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans.
