The Program Director is responsible for delivery of Mega or High Complexity program with significant impacts to company’s business operations.  The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets with $50M/5yr+ implementation cost and timeline. Program components may include multiple contracts with various external entities, public/private partnerships, a variety of funding sources and arrangements. Program complexity will include a significant need for external communications. Individuals in this role work independently with some indirect supervision and may have direct reports or matrixed subordinate team members. This role requires regular interactions with Finance and Procurement to produce analytical and metrics-based reporting to Program Steering Committees, Executive Leadership Team and Board of Directors.



  • Direct multiple project teams, vendors and assets to ensure timely and cost-effective sequencing and execution of critical path milestones across several inter-dependent projects within assigned program and overall portfolio
  • Establish Program Governance and Controls structures to enable effective escalation and decision-making processes.
  • Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions
  • Ensure project and program goals are met in areas including customer satisfaction, safety, quality, and team member performance
  • Establish and implement project communication plans, providing regular status updates to affected staff and stakeholders, including executive management.
  • Identify, document, and elevate cross-organizational and vendor-driven dependencies, and work with executives and peers across the organization to develop and implement appropriate dependency management processes
  • Collaborate with internal business leaders and external entities to identify and manage assessment of major changes to scope, schedule and budget through the appropriate Program and Enterprise governance approval mechanisms
  • Hire and mentor junior level Project Management staff and matrixed team members and provide direction on adherence to the Project Management practices.
  • Lead program’s annual planning activities in collaboration with senior leaders
  • Interface with Finance support staff to ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators  
  • Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans
  • Ensure development of required program management artifacts to enable program business continuity processes in accordance with Amtrak Project Management standards and applicable regulations
  • Ensure all project and program documentation is well maintained per Amtrak standards and stored in a secure location, accessible to all stakeholders.
  • Develop an evaluation method to assess program strengths and identify areas for improvement along with an actionable plan to implement and track changes.

  • Bachelor’s degree with a minimum of 13 years of relevant work experience or any equivalent combination of education and experience.
  • PMP Certification in good standing
  • Must have work authorization in the United States




  • Graduate degree
  • PMP Certification completed and in good standing or obtainable.
  • Public/private partnership or joint venture experience
  • IT software program management
  • Experience managing programs in the transportation industry environment
  • Business transformational program management experience
  • Asset Management / Reliability software / process program management experience.
  • Certified SCRUM Manager or Scrum management experience a nice to have.




  • Must have excellent oral and written communication skills.
