SUMMARY OF DUTIES:
Amtrak is looking for a Community Engagement Mgr to support the Frederick Douglass Tunnel Program, a multibillion dollar infrastructure program that will modernize a 10 mile section of the Northeast Corridor between Baltimore and Washington D.C. This role will report to the Senior Principal Project Manager. This role will act as a liaison between the community and Amtrak, providing open communication and engagement about the Frederick Douglass Tunnel Program. In addition, this role will work with internal departments and external consultants to develop and execute community engagement and outreach strategies and tactics. This role works to build goodwill in communities by building relationships with community members, organizations, and leaders.  

 

ESSENTIAL FUNCTIONS:
• Participate and assist in the development and implementation of strategic communication plans for community engagement for the Frederick Douglass Tunnel Program, including messaging, presentations, and other written materials, identifying, and securing public engagement and volunteer opportunities.  
• Act as a liaison between the community and Amtrak. Participate in neighborhood meetings, representing the company in complex, and at times emotionally driven, conversations with community members. 
• Manage the day-to-day outreach and engagement activities, including developing responses to community inquiries, developing website content, providing oversight and management of community notifications related to construction and other field work, and assisting in the coordination of community service opportunities. 
• Manage outreach activities, including preparing presentations for Amtrak-hosted events and community organization events. 
• Develop and maintains strong credibility and good relationships with internal and external stakeholders. 
• Maintain a high level of knowledge about the issues important to the impacted communities and think and act proactively and generate ideas to advance the goals of the Frederick Douglass Tunnel Program.  
• Be available as needed to support crisis communications. 

 

MINIMUM QUALIFICATIONS:
• Bachelor’s Degree 
• 10 years relevant work experience in community engagement, community outreach and or external affairs. 

 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Demonstrated ability to communicate complex information effectively with a broad spectrum of audiences from Federal, State and local officials to thought leaders, business leaders and local residents 
• Familiarity with railway operations/infrastructure and transportation policies 
• Ability to work both independently and collaboratively with teams across and at all levels of the organization 
• Proactive, problem solver, team player 
• Familiarity with community engagement efforts, working with non-profits organizations 
• Experience developing and executing public outreach plans 
• Experience with crisis communications 
• Excellent written and verbal communication skills 
• Ability to foster, develop and maintain relationships 

 

PREFERRED QUALIFICATIONS:
• One who possess a personality which functions well in a demanding environment 
• A background in transportation, passenger rail/transit or the service sector is preferred, but not mandatory 
• Experience in community engagement 
• Bachelor’s degree is in Communications or related field preferred, or equivalent experience   
• Residency and experience working in Baltimore 
• Experience with monitoring social media

• Occasionally travels throughout and outside the region, as required (e.g., via airplane, train, bus, automobile) 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary/hourly range is $113,200-$146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
