Job Summary

Interface with the Package B (Southern Approach) Contractor(s) and other internal and external stakeholders to ensure the successful delivery of the Package B construction package consistent with the company's Capital Delivery goals of safe, on-time and on budget project delivery. Maintain focus on construction management of the Package B / Package A work and ensure the project stays within the approved scope, schedule, and budget. Support the Contracting Official’s Technical Representative (COTR) for the Package B Contract(s) to monitor the performance of the contractor(s) and support the contracting processes. This position will be responsible for management and coordination of Amtrak resources involved with the protection of contractors and construction of railroad infrastructure across all major disciplines (Structures, Track, Communication & Signals, and Electric Traction), including the related coordination with work planning and transportation to support and maintain railroad operations. This position will also act as a liaison with IMCS. This position will be responsible to help provide oversight of the Contractors and coordination with internal (force account) and external stakeholders to ensure that design and construction elements of the contract scope meet the needs of the overall program goals.

Essential Functions

  • Assist with oversight of the Package B Contractor and coordination with internal and external stakeholders to ensure that design and construction elements of the contract scope meet the needs of the overall program goals:
  • Manage and monitor contract project cost and schedules, and report progress. Maintain, adjust and update project plans, as needed, to communicate and advise project management as to all issues and risks affecting the project.
  • Facilitate the development and implementation project plans, schedules and budgets consistent with operational and stakeholders needs.
  • Work with senior leaders to contribute relevant data to support annual planning activities and provide support to progress and financial reporting, budgeting, estimating, scheduling and change control.
  • Assist with the development, planning, budgeting, coordination, and scheduling of resources required to accomplish support construction activities of the Contractor.
  • Assists with planning and coordinating track outages to support contractor work within the Amtrak ROW.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 11 years of relevant work experience.

  • Proficient in project management core competencies
  • Knowledge of federal competitive procurement processes and regulations
  • Highly motivated and self-directed
  • Strong analytical and creative problem-solving skills, with keen focus on collaboration, team building, and customer service
  • Excellent listening, interpersonal, written, and oral communication skills
  • Ability to work independently, effectively prioritize and execute tasks while under pressure
  • Proficient in Microsoft Office Suite (Word, Excel, Visio, PowerPoint, MS Project).
  • Excellent oral and written communication skills

Environmental Conditions/Physical Demands

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
