Job Summary
Under the direction of the Director Portfolio Management, the Senior Principal Project Manager is responsible for managing a team of Project Managers who manage State of Good Repair capital construction projects, where Life of Project cost typically falls between $1M and $100M. These projects are funded through multiple sources including Amtrak’s Annual Grant funds, Discretionary Grant funds, and Reimbursable Projects funded by State and/or commuter agency partners. This individual would primarily be tasked with guiding and mentoring the Project Managers on the Mid-Atlantic Division, but would also occasionally be assigned as the Project Manager on a project if there were no available PMs to assign. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.
Essential Functions
• Develops and implements project plans, schedules and budgets consistent with operational and stakeholders’ needs.
• Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
• Reviewing the projects of the Project Mangers under your leadership several times a month to identify situations where intervention is needed or assistance is needed.
• Provide financial project performance and forecast reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans.
• Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
• Maintains a teamwork environment within all peers as well as the engineering department’s internal customers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.

Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 11 years of relevant work experience.
Knowledge, Skills, and Abilities
Advance principles of project management, program development, implementation and administration for improvement and maintenance projects.
Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.
Project delivery, engineering, and maintenance roles, responsibilities, and requirements.
Railroad systems including track, structures, communications, signals, electric traction and track usage procedures.
The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights.
The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
