SUMMARY OF DUTIES:

 

The Manager Facilities Maintenance has the responsibility for all maintenance activities for the over 100-year-old Beech Grove Backshop Facility and Yards. The facility footprint encompasses 108 acres outside and 13 major buildings totaling over 800,000 square feet under roof. Primary duties include will include oversight of daily facility maintenance activities on, mechanical machinery and systems, electrical and lighting systems, plumbing and HVAC systems, roadways, track, sidewalks, security fencing, and all facility infrastructure. In addition, this position will be responsible for oversight and execution of Facility Improvements and Infrastructure initiatives as well as monitoring and tracking of these initiatives. This position is responsible for compliance with Amtrak, FRA, EPA, FDA, ADA, State, Federal, Local, and other regulatory standards as applicable. The Manager Facilities Maintenance is also responsible for the safe, cost effective, and productive supervision of the repair, upgrade and maintenance of facility support equipment assigned to the facility. This position has the leadership role for initiatives/projects requiring cross-departmental and/or contractor involvement for maintenance related issues. 


ESSENTIAL FUNCTIONS:

 

• Responsible for facility maintenance and manage internal and external partners in areas of facility security, enhancements, routine repairs, and maintenance, major renovations, etc.
• Develop and implement maintenance procedures for facility improvement, compliance, and safety enhancement, etc.
• Develop and maintain facility documents as they pertain to safety, emergency planning, and infrastructure development.
• Identify cost saving measures to reduce overhead costs and impact the overall budget reduction.
• Coordinate with and be the lead mechanical representative with internal and external partners on facility master planning projects.
• Oversee facility tool and equipment compliance following proper inspection procedures and company guidelines.  
• Engage with local safety committee supporting barrier removal efforts.  
• Implement facility repairs as suggested by committees and report out on progress and completion.
• Manages facility maintenance availability and reliability of resources to meet organizational goals.
• Functions in a primary leadership role for facility maintenance issues for all areas of the Beech Grove Maintenance Facility.  Maintain oversight responsibility to ensure proper communication of issues, safety issues, material issues, etc.
• Executes complex maintenance plans in accordance with all Amtrak and regulatory requirements as well as safety requirements.
• Oversees the scheduling and execution of all maintenance activities; prepares staffing schedules to assure the required craft mix and skill levels are equal to the scope of work.
• Prepares material delivery schedules to assure that production schedules can be maintained and identifies/resolves problems that arise with deliveries in an expeditious manner.
• Plans and effectively control costs through economical utilization of personnel, material, and equipment.
• Reviews and analyzes production, man-hour, material, and variance reports on a timely basis to assure completion of projects within goal and on time.
• Ensures employees are properly trained and in compliance with all regulatory items.
• Takes initiative for solving problems in a timely, effective manner, even under conditions of uncertainty, and exhibits a sense of urgency relating to the need for action and change.


MINIMUM QUALIFICATIONS:

 

• Bachelor’s degree in engineering or related field or equivalent combination of experience, education, and skills in lieu of a degree.
• Extensive manufacturing experience in transit, railway, or utility service, repair, and maintenance.  
• Demonstrated leadership/management experience including managing a multi-shift operation, material management, and quality control.
• Demonstrated knowledge and experience related to safety program methodology and its application.
• Solid leadership and decision-making skills.
• Solid organizational and problem-solving skills.
• Excellent oral and written communication skills in combination to administer effective presentations.
• Knowledge of accepted industry quality standards and the ISO quality procedure.
• Understanding and working knowledge of various mechanical crafts and labor contracts.
• Ability to effectively interface with all levels of management including executive, providing analysis results, recognize opportunities for change, address chronic issues and concerns.
• Demonstrated problem solving and analytical skills.
• PC skills including word processing, spreadsheets, and presentation software.


PREFERRED QUALIFICATIONS:

 

• Knowledge of FRA, FDA, AAR, APTA, EPA, FTA, and OSHA Standards and Regulations
• Supervisory experience in an operating environment.
•  7 or more years of relevant work experience

• Constantly or frequently uses a computer keyboard, monitor, and mouse to perform a variety of tasks.
• Constantly or frequently sits, stands, walks, and may lift, carry, push, or pull objects of various weights; may reach, kneel, crouch, bend, climb, or twist to perform administrative tasks (e.g., filing, retrieving materials from desks and bookcases, moving around an office setting).   
• Will be in the field subjected to walking on uneven surfaces, climbing over obstacles, and working in tunnels and restricted spaces during investigations.   
• Will be in the field working around maintenance facilities and rail yards during investigations and remediation implementation.
• Will be working around, under, and in various types of passenger cars and locomotives.

• Acquires new knowledge, skills, and tasks, both complex and simple, to maintain effectiveness in position.

Working Conditions:

• As required, will work extended hours and be on-call and available on an emergency basis.
• Constantly works in a fast-paced, time sensitive environment with frequently changing priorities.
• Frequently works in crisis situations requiring fast, long-reaching decisions based on incomplete information/data.
• Frequently works inside a climate-controlled environment but will occasionally work outdoors and be subject to adverse weather conditions and fumes or airborne particles. 
• Frequently handles multiple projects simultaneously.
• Frequently or occasionally subject to travel throughout and outside the region as required (e.g., via airplane, train, automobile).
• Occasionally requires working on ladders, with moving vehicles, and with machinery.
• Will be required to bend, stoop, climb, or crouch to fulfill job duties.


COMMUNICATIONS AND INTERPERSONAL SKILLS:


Must have excellent oral and written communication skills.

 

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
