SUMMARY OF DUTIES:
This position is accountable for the safe and efficient movement of trains that are under the purview of the CETC/dispatching & Block Stations offices on the Northeast Corridor Boston Region.

ESSENTIAL FUNCTIONS:

•Provide leadership and management for the Manager of Train Operations for the Northeast Corridor – Boston Region CETC/dispatching office.
•Manage and monitor employee record keeping, efficiency testing and compliance with all Amtrak, Federal and state operating requirements.
•Execute and manage the CETC/dispatching safety plan in compliance with federal, state and local rules and regulations to ensure goals are met.
•Guide and participate in employee behavioral safety programs to reduce risk exposure.
•Manage the departmental budget, maintain required staffing levels.
•Direct and develop schedules to ensure all train dispatchers and block operators attend regulatory and Amtrak-mandated training classes.
•Enforce and manage the rules and regulations for Amtrak policies and operating practices, initiate action for non-compliance and recommend appropriate action for resolution in a consistent and fair manner. (in accordance to proper collective bargaining agreements)
•Oversee new-hire train dispatcher and block operator training programs.
•Monitor on-time performance for the area of responsibility and recommend ways to improve performance to meet PRIIA metrics. Maintain relationship with host railroads, CDOT/CTRail, CSX and Keolis, to facilitate joint operational testing, coordination during service disruptions and other day to day operational needs.
•Coordinate and manage Maintenance of Way scheduled track outages minimizing conflicts with regular service to maintain established OTP goals.
•Develop CETC/dispatching office reports ensuring accuracy and timely submittals.
•Comply with division diversity goals.
•Monitor extra board requirements to maintain established goals.

MINIMUM QUALIFICATIONS:

  • High School diploma or equivalent
  • Demonstrated supervisory experience, leading and managing others with different levels of expertise, exhibiting innovative leadership and management skills.
  • Proven experience in operational management and collaborative leadership.
  • Demonstrate knowledge of ATDA and TCU labor contracts
  • Demonstrate understanding of CETC operation
  • Experience in budget management and Amtrak reporting requirements

PREFERRED QUALIFICATIONS:

  • Work as train Dispatcher or in Operations and must be able to qualify on NORAC Operating Rules and the Physical Characteristics of the NEC – Boston Region.

COMMUNICATION AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills

The target salary is $151,000.00Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
