SUMMARY OF DUITES: 
The Manager of Train Operations position is an indispensable mission critical role that oversees Train Directors who operate nearly 560 train movements for Amtrak Midwest and Long Distance Services, as well as Metra Suburban services and tens of thousands of freight cars per month. Candidates must be able to successfully manage high volume intense pressure safety oversight and management tasks in logical sequences that assign a variety of priorities and manage employees engaged in safe and efficient train movement: Manager of Train Operations ensure organized execution of a railway enterprise in service to its customers and safety is a must as well as thorough communication and logical leadership and management of multiple employees.

 

Manager of Train Operations are required to execute and protect all aspects of the operation and have the leadership, courage, and stamina to detect errors and/or anomalies and take immediate action to protect and then resolve same in the fields of: human factor, track and infrastructure, communications and signals, passenger services coordination, rules and special instructions compliance, mechanical, and other railroad disciplines as needed.

 

Manager of Train Operations must be able to work assignment as directed by Assistant Supt. Train Movement, which includes all hours of weekday and weekend at Chicago Control Center.

 

Chicago Control Center Manager of Train Operations are dedicated to the safe and efficient movement of all train traffic on territories dispatched. Qualified candidates must be able to work self-directed and communicate with every department of the operation to ensure the success of passenger and freight movement. Manager of Train Operations must also communicate as designated with freight railroads and other railways, such as METRA, to ensure proactive and successful service delivery operations.

 

Qualified candidates will have demonstrable success with computer based applications and are also able to coach, train, teach, and enforce ridged protocols, safety rules, and other special instructions with employees (Train Directors) as related to the operation of large complex computing systems governing detailed safety critical operations.

 

Qualified candidates will be responsible for managing and enforcing safe traffic under GCOR operating rules and other Amtrak Special Instructions placed in effect; employees will be required to ensure trains keep to schedule under safe operating practice while ensuring accurate calculations of the meeting and routing of trains are made by Train Directors they oversee. Such candidates will also be expected to become familiar with the various control systems (previous dispatching service is key).

 

Candidates must be able to issue safe and clear direction to dozens of other leadership employees throughout their daily tour of duty both verbally and written without error.
Candidates must also take interest in the improvement of the business of train movement and must be able to work and lead in multiple threads of concurrent conversations with both internal parties (train directors, other trainmasters, yardmasters, other operating desks, CNOC, etc) and railroad groups as well as external railroad partners, adjoining territories, and other entities such as police, fire, and other emergency services when required.

 

Importantly, such candidates must be able to remain calm under pressure and offer leadership, guidance, and follow-up reporting as to serious incidents.

 

ESSENTIAL FUNCTIONS:

  • Demonstrated experience with computer based applications.
  • Follow and enforce ridged protocols, safety rules, and other special instructions as related to the operation of large complex computing systems governing detailed safety critical operations.
  • Manage and oversee traffic under GCOR operating rules and other Amtrak Special Instructions placed in effect.
  • Issue safe and clear direction to dozens of other leadership and critical front line employees throughout their daily tour of duty both verbally and written without error.
  • Enforce general FRA requirements such as conduct random drug and alcohol screenings and generate

 

MINIMUM QUALIFICATIONS:

  • 1 to 3 years, demonstrated experience in Train Dispatching or Air Traffic Control.
  • Demonstrated experience with Microsoft Office package.
  • Experience with basic computer file system structures.
  • Ability to give and take directions.
  • Ability to read, learn, and apply a variety of railroad operating rules.
  • Professional leadership demeanor which fosters growth and success in self and others.
  • Ability to create quality reports and analysis as to incident root cause
  • Ability to use a mouse and execute at least 1 movement and click every two seconds
  • Ability to work any shift around the clock on any day or date on the calendar regardless of holiday
  • Ability to ensure timely arrival for duty no matter what weather conditions prevail
  • Strong written and verbal skills
  • Ability to respond to Chicago Terminal Incidents as directed by Assistant Supt. Train Movement.


***NOTE: Preferences will be given to previously qualified train dispatchers, candidates qualified on operating rules, particularly GCOR, and those who have been in positions of demonstrable leadership whose functions were safety, sequence, or military operations related.
