SUMMARY OF DUTIES:

The Director, Network Development plays a pivotal role in the growth of Amtrak’s route network, which is poised to grow dramatically as a result of the Bipartisan Infrastructure Law. This position will geographically lead a team that will guide route expansion initiatives in the West region between the planning stage and delivery into operation or construction. Initiatives may include (but not limited to): planning/environmental studies, service development plans, facility design, and new service implementation.

 

This Director position can be remote but must be located in Arizona, California, Colorado, Montana, Nevada, New Mexico, Oregon, Utah, or Washington, with the option to work from an Amtrak office. 

 

ESSENTIAL FUNCTIONS:

  • Supports VP, Network Development in the development and implementation of rail network growth initiatives in the West Region, in close coordination with FRA’s Corridor Identification and Development Program. 

  • Engage with contributors across Amtrak to advance the development of new State Supported services and long-distance routes. 

  • Communicate with and work collaboratively with external partners and stakeholders to execute development plans. External parties include state transportation departments, Federal Railroad Administration, municipalities, transit agencies, host railroads, developers, and others. 

  • Builds and maintains strong internal/external stakeholder relationships and regularly partners to achieve buy-in and execute plans. Draws upon the capabilities and resources of other departments to achieve objectives. 

  • Other duties as assigned. 

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Planning, Public Policy, Business, Finance, Engineering, Transportation, or a related discipline. 

  • 11+ years of relevant experience in strategic planning, engineering, commercial, or finance functions  

  • Ability to work in a highly collaborative team environment. 

  • Strong stakeholder facilitation and coordination skills. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak’s strategic interests are achieved. 

  • Excellent written and verbal communication skills. 

  • Excellent quantitative and analytical skills. 

  • Strong leadership skills, with proven ability to build and motivate teams, and lead technically and/or politically challenging projects.  

  • Expert ability to properly structure and resource projects and programs to ensure safe, effective execution. 

  • Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with a track record of successful and diplomatic coordination across stakeholders with competing objectives. 

  • Ability to organize and present executive, board, and congressional level reports, proposals, and other related information. 

  • Demonstrated experience simultaneously managing multiple projects and/or programs using appropriate tools and controls 

  • Strategic thinking mindset with expert business acumen  

  • Experience leading planning studies, Environmental Impact Statements, and Service Development Plans. 

 

PREFERRED QUALIFICATIONS:
• Master’s Degree in a related field
• Passenger Rail or freight industry experience

• Frequently handles multiple projects simultaneously.   

 

PAY TRANSPARENCY:

The salary/hourly range is $163,000 - $211,140.  Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
