The Director Talent Acquisition Support is responsible for the oversight, development and delivery of all HR workforce planning, vendor management, TA support and recruitment marketing activities across Amtrak’s organization. This position reports to the AVP Talent Acquisition. 

This position is responsible for achieving optimal levels of efficiency and effectiveness for the organization while ensuring compliance with SOPs and audit requirements. Establishes streamlined, repeatable business processes and ensures audit procedures are in place, all while maintaining a committed focus on the internal customer and the candidate experience.

This position provides leadership in creating a culture that values employees by serving as trusted advisors, developing strategic partnerships, and being responsive to organizational needs.


  • Responsible for overseeing and managing the critical activity of our recruiting coordinators, with a committed focus on the internal customer and the candidate experience.
  • Responsible for overseeing and managing relationships with our third-party vendors and deploying operational excellence standards to enable the successful delivery of HR services across Amtrak’s organization.
  • Oversees/manages strategic, critical and/or complex vendor relationship(s) through all stages of the agreement lifecycle, in alignment with relevant Amtrak’s frameworks/methodologies, and with business and enterprise objectives
  • Responsible for vendor oversight including contract negotiation, governance, performance monitoring and corrective actions
  • Provides strategic direction and executes TA support services delivery.
  • In close partnership with HR Transformation, responsible for driving TA technology platform to ensure full optimization, utilization, enhancement, and continuous improvement with our Application Tracking System (ATS) and all other onboarding tools. 
  • Lead complex analyses with predictive analytics to proactively forecast workforce needs and requirements that will contribute to the development of long-term talent strategies
  • Lead special research projects, as appropriate, to build a deep understanding of Amtrak's workforce
  • Oversees/manages strategic plan for employer branding, recruitment marketing and university recruitment. 



  • Bachelor’s degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
  • 11 years of relevant HR Shared Service or Workforce Planning experience required 
  • Leadership experience with proven track records of leading successful diverse and geographically dispersed team. 
  • Ability to work within a fast-paced environment, fostering teamwork across HR functions. 
  • Proven ability to meet deadlines, prioritize demands and solve problems creatively.
  • Advanced knowledge of state and federal laws and regulations that influence HR.
  • Excellent oral and written communication skills, and the ability to communicate at various levels in the organization.
  • Demonstrated ability to work with senior management to develop strong business partnerships and relationships



  • 13 + years of HR Shared Service or Workforce Planning experience or a combination preferred 
  • Proven experience influencing change management and process improvement initiatives
  • Experienced in business process management. Develops and uses project management tools to structure information. Ensures plans are aligned with overall business objectives.
  • Exceptional attention and focus on continuous improvement to deliver a simple, streamlined employee/applicant experience
  • Exceptional analytical skills, working with large data sets, communicating findings and establishing/tracking program metrics.
  • Demonstrated experience in leading significant operational process improvement efforts, including technology and automation solutions to support operational efficiency and customer service
  • Ability to translate workforce analytics into compelling insights and actionable recommendations
