Job Summary
The Manager Engineering Production - TLS (track laying system) is the front-line leader of the Undercutter unit in all mattersrelated to Safety, Quality, and Productivity. This position is responsible for overseeing an agreement and non-agreement workforce. This includes managing all aspects of the railroad production unit including coordination ofmanpower, development of schedules, coordination with internal and external stakeholders, ensuring work plansare executed efficiently and effectively, assisting in the procurement of equipment, materials, and supplies tosupport the operation, and ensuring safe work practices within the unit.
Essential Functions
- Drive continuous improvement in safety performance through direct oversight of field activities, administrationof effective efficiency testing, and taking a leadership role in the development of work plans. The successfulcandidate will lead by example in the safety arena and be a constant presence in the field where and whenthe work happens.
- Provide technical expertise to ensure all work is performed in accordance with relevant standard,specifications, and guidelines.
- Direct, plan, and implement projects and long-term programs to maintain the infrastructure in a state-of-goodrepair. Establish the production goals for the unit to ensure completion of the planned scope of work on timeand within budget.
- Plan and monitor the daily/weekly work plans to ensure proper prioritization of work, efficient utilization oflimited resources (track usage, force account, equipment, etc.) to ensure all aspects of the infrastructuremeet or exceed current Amtrak standards and comply with all relevant regulatory requirements andstandards, and ensure all projects stay on schedule and within budget.
- Assist Production leadership in the development and continuous improvement of work methods andprocedures that increase efficiency and drive improvement in the safety and reliability of the infrastructureand overall operation.
- Oversee all administrative activities of the Production unit including, but not limited to, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management,etc.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 7 years of relevant work experience.
- Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules andRegulations
- Demonstrated experience as a safety leader in a railroad, transit, or other safety-critical environment
- Demonstrated experience successfully supervising and leading an agreement workforce
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 9 years of relevant work experience.
- Experience in the operation of a track laying system

4+ years of relevant railroad operation management/supervisor experience (i.e., ARASA Supervisory experience or higher).
- Educational requirements may be satisfied through an equivalent combination of education and experience; candidates with a bachelor’s degree require 4 years of professional supervisory experience; candidates with an associate’s degree require 6 years of professional supervisory experience; candidates without a degree require 8 years of professional supervisory experience.

Knowledge, Skills, and Abilities
- Proficient in the Microsoft Office Suite of tools (or equivalent)
- Knowledge of railroad operations and maintenance/construction processes and procedures
- Familiarity with Maximo (or similar work and asset management software) and timekeeping solutionsemployed in a unionized environment
- Ability to lead and oversee the inspection, testing, maintenance, and construction of track assets inaccordance with FRA and/or railroad regulations and policies.
- Ability to communicate effectively with employees and customers at all levels.
The salary/hourly range is $124,600.00 – $161,352.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
