SUMMARY OF DUTIES:

Provides technical, logistical, and administrative support to the Manager Engineering Production and overseeing supplier relations and production details related to product ordering, monitoring of delivery times from suppliers, warehouses, or manufacturing plants for railroad construction materials. This position is responsible for directing and coordinating the procurement functions for specific supply chains, commodities, or services.

 


ESSENTIAL FUNCTIONS:

  • Directs and oversees procurement functions including all activities associated with purchase order creations, maintenance and expedites. To include Structures, Track, & C&S materials
  • Aligns with the Strategic Procurement team on implementing commodity and strategic sourcing strategies, RFx processes, supplier performance monitoring, and related project management.
  • Provides staff with guidance, direction, motivation, and training on procurement management process. Look for opportunities for efficiencies in the procurement of tools and material across the department.
  • Assists in the planning and execution of projects for materials management to meet the defined scope, schedule, and budget.
  • Works with Supply Chain to support inventory strategies and the S&OP process.
  • Responsible for QA/QC of project work to ensure final product follows all FRA- and Amtrak-mandated requirements and provides a safe and dependable environment for all train operations.
  • Acts as the central point of contact for functions specified in the Position Summary. Responsible for tracking and timely reporting of materials management.
  • Negotiates commitments with suppliers to ensure IMCS Production requirements are met.
     

 


MINIMUM QUALIFICATIONS:

  • Bachelor of Science Degree in Business Administration or Construction Management, or related field with a minimum of 6 years of experience in purchase, materials planning for Track, Structures, Communications & Signals
  • In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience in Track, Structures, Communications & Signals
  • Must possess SME level knowledge of procure-to pay processes, types of procurement contracts, commodity pricing, quality standards, sources of supply (including diversity suppliers), statements of work, negotiation techniques, value analysis and other cost savings methods. Ability to adopt strategic sourcing concepts constantly and effectively in seeking cost saving and/or process improvement opportunities
  • Prior satisfactory job performance

 


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Must be able to interface with all levels of employees and both external and internal customers
  • Must be skilled and experienced with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions
  • Experience with ER systems, specifically Ariba and/or SAP
  • Ability to navigate Smart Sheet procurement data base to plan, track, manage, and report on material status
  • Demonstrated experience in all facets of Track inspection, maintenance, and construction including to Rail/CWR, ties, timbers, and track panels as well as working knowledge of other crafts involved
  • Must be able to effectively supervise in a demanding environment with frequently changing priorities and high volume of Purchase Requisitions
  • Strong decision making and critical thinking skills
  • Proficiency in oral and written communications

 

 

PREFERRED QUALIFICATIONS:

  • Master of Science Degree in Business Administration, Construction Management, or related field with a minimum of 8 years’ in purchase, materials planning for Track, Structures, Communications & Signals
  • In lieu of education, a minimum of 12 years of relevant work experience, or equivalent combination of education, training, and work experience in Track, Structures, Communications & Signals
  • Certified Purchasing Manager (CPM)
  • Expert knowledge of supply chain, inventory management, commodity management and supplier management
  • Project management experience
  • Proven record of accomplishment of improving business processes and delivering measurable results around live railroad operations

 

 

WORK ENVRIORNMENT:

  • Position is responsible for 24/7 operation.
  • Available to work at various times to support railroad operations as needed including nights and weekends.
  • Combination of office and field environment working in all weather conditions.
  • Travel:  50%

Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $115,000 - $126,969.29. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
