SUMMARY OF DUTIES:
Members of Amtrak's Business Improvement & Analytics (BIA) team are leaders in formulating and executing business strategies, continuous improvement, and driving employee preparedness, performance, and success. BIA drives value creation by shaping product & portfolio strategies to fuel competitiveness & growth, developing real-world training to prepare employees with the critical knowledge and skills to support these initiatives, and ensuring excellence and policy compliance in execution of those strategies.

 

The Lead Instructional Designer is responsible for creating content and learning experiences for diverse audiences using all available delivery methods. They will partner with stakeholders and collaborate with subject matter experts (SMEs) to conduct needs analyses, gather and validate learning requirements; identify gaps and root causes; recommend training and non-training solutions; develop training plans, programs, and/or individual courses that are linked to business needs and requirements and improve performance; assess learning outcomes, expectations, and performance gaps and determine appropriate modifications to improve results. 

 

This role works under moderate to light supervision and is expected to take a lead role in assignments and deliverables.

 


ESSENTIAL FUNCTIONS:

  • Evaluate training needs, gathering relevant information to identify performance goals, define learning objectives and recommend appropriate training strategies.  
  • Use ADDIE, SAM or other instructional design methodology to plan, design, and develop learning content that meets instructional goals, engages employees, produces meaningful outcomes, maximizes learner retention, and incorporates different learning modalities
  • Design content using a variety of training methodologies and modalities including instructor-led, virtual instructor-led, group lecture/discussions, role play, simulations, activities, gamification, scenario-based exercises, self-study, mentoring, on-the-job training, computer-based training, lunch and learns, etc. 
  • Use content authoring and other multimedia tools to create learning content for print, electronic distribution, or LMS publishing
  • Create both instructor-led classroom content and  and self-paced web-based content, as well as asynchronous training manuals, quick reference guides, and microlearning modules using various multimedia options 
  • Create course work with practice exercises, activities, gamification to enhance the learning experience and knowledge checks, assessments, and other elements designed to evaluate and drive learning retention
  • Work with SMEs and internal business partners to gather relevant information and source materials to develop interactive deliverables that effectively convey key information and achieve learning objectives
  • Manage multiple learning projects with competing and shifting priorities, through the entire lifecycle, using business objectives to guide decision making
  • Identify potential third-party vendor solutions to augment learning content
  • Lead engagement with third-party training vendors in the design, development, and delivery of training content 
  • Consult with stakeholders and team members as needed, on content, graphics, visuals, illustrations and other elements to ensure the quality, consistency and effectiveness of training 
  • Collaborate with SMEs to QA final deliverables for accuracy and update instructional content as needed to ensure accuracy and alignment with current business policies, processes, procedures, and system constraints
  • Evaluate training effectiveness and measure performance improvement using meaningful metrics and address user feedback to revise content as needed
  • As needed, develop facilitator guides, and provide train-the-trainer instruction to designated SMEs and mentors
  • Work independently while understanding the necessity for communicating and coordinating efforts with other team members, stakeholders, managers, SMEs, and other internal customer groups
  • Maintain and update learning materials as needed

 


MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Instructional Design, Instructional Technology, Education, Training and Development or a related field or equivalent; 10+ years of experience without advanced degree
  • 6+ years of experience applying adult learning theories and techniques, preferably in a corporate environment
  • 6+ years of experience in needs analysis, course and content design and development for blended learning programs, including for in-person, classroom delivery, synchronous and asynchronous instructor-led, and computer-based training, training guides, presentations, etc.
  • 6+ years of experience developing eLearning or digital media and course content, including creating storyboards, scripts, and using eLearning or multimedia development software.
  • Experience using Learning Management Systems (LMS) such as Success Factors or similar to upload and manage learning content and use reporting tools 
  • Excellent verbal and written communication skills with demonstrated ability to communicate with all levels of management and staff
  • Strong interpersonal and relationship management skills with the ability to develop and maintain excellent interpersonal relationships with leadership, employees and vendors
  • Strong analytical skills, with a track record of developing actionable recommendations
  • Creative problem-solving skills and the ability to recommend and develop innovative learning solutions
  • Strong time management and organizational skills
  • Proficient in Microsoft Word, PowerPoint, Excel, and Teams
  • Introductory experience in use of learning development software as Articulate Storyline, Adobe Creative Suite. 

 


PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree in Instructional Design, Instructional Technology, Education, Training and Development or a related field or equivalent and 8+ years of experience
  • Experience with audio and video creation, editing, and game-based learning a plus
  • Experience in Procurement, Supply Chain, Transporation, or Federal/qusai-government industry desirable 
  • Exceptional presentation and facilitation skills 
  • Data analysis experience to assess learner progress and performance improvement 
  • Understanding of how the disciplines of instructional design and change management intersect and interact 
  • Advanced use of Articulate, Storyline, Adobe Creative Suite, Camtasia, Snagit, Visme, and Microsoft Office products

 


WORK ENVIRONMENT: 

  • Typically, will need to comprehend various business processes in order to quickly grasp new concepts, approaches and systems
  • Utilizes computer keyboard and monitor to perform a variety of tasks
  • Climate-controlled office environment. Performs tasks that require sitting, standing and/or walking.

 


COMMUNICATIONS AND INTERPERSONAL SKILLS:

  • Must have excellent oral and written communication skills.

 

 

The salary/hourly range is $92,000-$119,230, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
