Job Summary
Conduct comprehensive audits of trains and stations regionally, ensuring adherence to corporate policies and procedures. Review all customer services, records, and documents to identify and address service quality issues. Offer technical advice and interpretation to management system-wide, promoting consistent application of regulations. Support corporate and regional training initiatives to enhance compliance and service standards. Management of CAPA program and compliance reports.
Responsible for developing, implementing and managing procedures, training tools and communications to support environmental compliance and the Amtrak Environmental Management System (EMS). Manages national programs and initiatives such as recycling in support of environmental goals and process improvements. Maintains EHS documentation and prepares reports and communications on environmental performance, compliance and progress to Amtrak management and outside agencies.
Provides direction and manages implementation of environmental programs at NY Sunnyside Mechanical facility to ensure compliance with all applicable Federal, State and Local Environmental laws and regulations, and to advance Amtrak’s Environment and Sustainability Management System (ESMS) policies, programs and procedures. Position reports to an Amtrak manager in the Mechanical Department and indirectly reports to the regional environmental manager in the Safety, Health and Environmental Department.
Essential Functions
- Leads operations compliance reviews/audits to ensure adherence to corporate policies and procedures for customer service protection.
- Conducts investigations and performs audits of employee compliance with revenue generation from on-train, food and beverage, and station activities, reports findings to management.
- Develops formal reports summarizing audit findings and tracks Key Performance Indicators (KPIs) on a weekly, monthly, and as-needed basis.
- Serves as liaison between field management and corporate regarding training requirements, mini audits, and operational procedures for on-train, station, and commissary activities.
- Acts as Subject Matter Expert on operations policies, providing interpretation, technical advice, and guidance to leadership; collaborates with corporate departments to define and review policies and procedures for consistency across the enterprise.
- Provides direction and manages implementation of environmental programs including planning, development and supervision of the following program elements:
- Permit compliance for all facility environmental permits, coordinating permit and plan updates and revisions, preparing internal and external reports, and maintaining communications with regulatory agencies.
- Training program development and deployment of resources to fulfill environmental and sustainability training requirements and to continually improve training content, delivery and tracking systems; conducts train-thetrainer courses as needed.
- Conducts or coordinates training of workers concerning environmental compliance, safety laws and regulations, use of safety equipment, devices, and clothing, and first aid.
- Leads the facility’s participation in the environmental audit program, attends all such audits, oversees development of the follow up Corrective Action Plan (CAP) and ensures CAP activities are completed.
- Works with facility management and corporate Environment and Sustainability Group to enhance facility environment and sustainability programs and create new initiatives in areas such as recycling and energy efficiency projects.
- Primary responsibility for developing and maintaining the facility environmental manual (FEM) and compliance calendar, assigning facility resources to execute tasks, identifying areas for improvement, and reporting results.
- Leads development and implementation of various internal and external communications regarding facility environmental compliance and sustainability initiatives, including reports to external agencies and to corporate management.
- Develops and implements environmental and sustainability initiatives at the facility level in support of corporate goals, in coordination with the regional environmental manager in the Safety, Health and Environmental Department.
Minimum Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 6 years of relevant work experience.
- Experience managing environmental compliance programs .
- Strong knowledge of federal and state environmental regulations and programs
- Working knowledge of Federal, state, and local environmental regulations including RCRA, DNREC, Title V Air permit.
Preferred Qualifications
- Bachelor’s Degree or equivalent combination of education, training and/or relevant experience.
- Plus 8 years of relevant work experience.
- 6+ years managing environmental compliance programs.

- Excellent written and oral communication skills, with a proven ability to articulate complex ideas clearly and effectively.
- Demonstrated strong analytical and critical thinking skills, capable of interpreting data and providing insightful analysis.
- Self-starter with a proactive approach to work, able to independently prioritize tasks and meet deadlines effectively.
- Outstanding organizational skills, with a keen attention to detail and the ability to manage multiple projects simultaneously.
- Upholds confidentiality and exercises discretion in handling sensitive information.
- Proficient in PC-based spreadsheet software such as Microsoft Excel and Access, as well as Microsoft Word and PowerPoint, with demonstrated experience in data analysis and presentation.

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
