This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.

 

SUMMARY OF DUTIES:
Plans, directs, and manages Infrastructure Maintenance & Construction Services (IMCS) Department projects or design, maintenance and construction projects that support Amtrak operations.  Develops, implements, and coordinates project policy to ensure that projects and associated work are conducted efficiently and economically.  Responsible for project construction and coordination of force account labor with outside contractors and internal departments.  Responsible for scope, schedule and budget for assigned projects.  Provides Engineering Support for the Southwest Division. Coordinates and implements Contractor Safety Training for contract employees performing design, construction & maintenance of infrastructure for IMCS – Western Region.

 

 

ESSENTIAL FUNCTIONS:

  • Directs the planning, initiation, start-up, construction, maintenance and inspection and closeout of work utilizing project management, technical supervision, planning and organizing and scheduling, as well as experience in budget development and control, estimating and financial control system.
  • Provides site-specific technical expertise to ensure that all work performed meets Amtrak and industry guidelines.  Coordinates the efficient use of labor, material, equipment, track usage and other resources.
  • Resolves special Engineering issues, safety issues, work procedures, policies and resource requirements as required across multiple departments.
  • Represents the IMCS Department during meetings/negotiations with other Amtrak departments, other railroads, commuter agencies, contractors and other agencies.
  • Maintains and monitors all correspondence logs including general correspondence with the contractors, designers, internal Amtrak personnel, regulatory agencies and private interest groups.

 

 

MINIMUM QUALIFICATIONS:

  •  Bachelor’s Degree plus a minimum of 6 years in engineering/construction management or related field.
  • Some experience and knowledge of train operations, railroad maintenance and construction methods.
  • Demonstrated skill using PC-based work processing, spreadsheet and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analysis and presentations.
  • Proven ability in the exercising of considerable judgment and initiative.
  • Some experience in Planning/Scheduling, Administration and Contracts Management and Project Management
  • Some experience with construction management, including force account.
  • Some experience with the finance system, invoice processing, 2306 processing, non-cash cost invoicing, draft invoice process with customers etc.
  • Demonstrated experience communicating with internal and external customers, employees, and contractors everyday by telephone, e-mail, and in person.
  • Some experience in being highly accurate in performing their job. This is very important because they maintain the schedule, scope and budget for projects. Errors may have serious financial and safety consequences. 

 

PREFERRED QUALIFICATIONS:

  • Bachelor’s Degree plus minimum of 10-12 years in engineering/construction management or related field, or the equivalent combination of education, training and/or work experience. 
  • Demonstrated experience in Planning/Scheduling, Administration and Contracts management
  • Demonstrated experience in managing complex programs in an operating environment.
  • Some experience in using Amtrak business systems such as AOD, PowerApps, WebWee in capturing data related to the operations, plans and budgets of an organization.
  • CAPM and/or PMP certification
  • Working knowledge of AutoCAD
  • Knowledge of FRA regulations, GCOR, AMT23, AMT27, RWP, MW 1000.  Prior satisfactory job performance is required.  Position is on call 24/7.
