SUMMARY OF DUITES: 
The Director Fleet Equipment oversees and directs areas of maintenance and engineering support to ensure the performance of the fleet to Amtrak and State Partner Needs. This includes responsibility for equipment Reliability, Availability, Customer Experience, and life cycle costs.  This position is responsible for leading team efforts for train equipment fleet services, engineering and field technical support, and supplies to ensure service performance expectations are achieved, including maintenance and material recommendations. Responsible for maintenance program design and standardization management, vendor support for Contract milestones, performance targets and technical authority. This role will ensure, Regulatory compliance, Mechanical department policy and procedure compliance, as well as policies and process for Corporate, safety, and procurement departments are followed. This role will also manage the rail industry and state specific rail standards for new equipment technical requirements as outlined by organizational programs. 

 

ESSENTIAL FUNCTIONS: 
• Establishes safety as an integral and continuous part of work, motivating personnel and vendors to be proactive, improving safe methods in all activities and reducing risk through mitigation.
• Directs and coordinates Fleet activities, as related to the project, managing site logistics with Amtrak and state agencies. 
• Directs and collaborates across teams to review equipment design, services contract requirements, and compliance with Amtrak and regulatory requirements.
• Investigates contract and service (new or existing) incidents using data analytics and performance trends.
• Produce maintenance bulletins and procedures to maintain fleet efficiently and safely.
• Develop fleet requirements and specifications based on contract agreements outlined by Amtrak and other parties involved.
• Maintain and improve knowledge through research and experience.
• Direct the coordination of vendor qualifications and contract management.
• Oversee inspections and generate failure analysis reporting.

 

MINIMUM QUALIFICATIONS: 
• Bachelor’s degree in an Engineering discipline or the equivalent combination of education, training and/or experience.
• 11+ years of relevant experience preferred; 9 years of relevant experience required.
• Demonstrated experience in transportation, aeronautical, or major equipment engineering.
• Demonstrated practical experience modifying and maintaining existing vehicles or long-lived capital equipment.
• Working knowledge of and experience in accepted railway industry quality standards and the ISO quality procedure.
• Knowledgeable in areas of North American railway safety and regulatory practices including, but not limited to the AAR and FRA rules.
• Basic knowledge of environmental regulations, signal rules, electric traction, passenger equipment operations.
• Excellent written and good oral communication skills.
• Excellent computer skills and a basic understanding of engineering economics.

 

PREFERRED QUALIFICATIONS: 
• BS degree in an engineering discipline.
• Registered Professional Engineer.
• Member of AAR, IEEE, ASME, SAE, ASHRAE, or similar technical committees.
• Experience demonstrating knowledge of QA standards including ISO 9000, AAR M-1003, MIL STD 9858A.
