The Recruitment Manager role is responsible for leading strategic recruitment efforts for Corporate and Operations client groups for multiple functions across Amtrak’s organization as needed. This position will oversee the work of a team of Recruiters with varying level of experience and competencies, driving performance and development of each individual as well as the unified team. This  Recruitment team supports Amtrak's Capital Delivery department as well as other departments hiring to support passenger rail expansion with the Infrastructure Investment and Jobs Act (IIJA). This position reports to the Director of Talent Acquisition Support. 
In this role, you will manage all recruiting-related activities, equipping recruiters with effective tools and resources to approach the full-life cycle hiring process. This role will be responsible for increasing the volume of qualified, diverse talent hired into the organization. You will successfully manage projects and prioritize multiple deadlines and deliverables against a timeline. 
The Recruitment Manager will be a data driven individual expected to influence consistency across TA, tracking Recruiters’ metrics to deliver on SLA’s and best practices. The candidate will draw on extensive knowledge of technology, operations and administration focused talent acquisition and functional areas of the business, building dynamic relationships with business leaders, hiring managers, and HRBPs. This role will require adaptability to adjust to the evolving landscape of Amtrak business needs while ensuring a unified approach, ensuring recruiters are delivering with consistency and quality every time. You will actively recruit on positions on an as needed basis across multiple business lines within the organization.  
You will act as a leader on the Talent Acquisition team driving premium processes and standards as they align to our HR goals and company initiatives. You should have strong skills in time management/prioritization, demonstrate push-back with a sense of urgency and understand the value of providing customer centric service. The selected candidate should have a clear understanding of our HR initiatives and be a catalyst for change and positive reinforcement to the TA team.  



  • Bachelor’s degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • 6 years of relevant experience in a recruiting position. 
  • Experience managing a full life-cycle recruiting desk.
  • Proven experience recruiting diverse pipelines. 
  • Knowledge of laws and regulations pertaining to recruitment.




  • 8+ years of recruitment in corporate, agency, or a combination preferred.
  • Demonstrated customer focused delivery across multiple functions and business lines. 
  • Prior experience with recruiting and/or managing process with recruitment agencies and executive search firms. 
  • Experience managing, training or mentoring others within a recruitment team with successful employee development. 
  • Proven experience recruiting diverse pipelines for technical and niche jobs.
  • Experience sourcing diverse pipelines. 
  • Experience managing people.
  • Experience with Successfactors – ATS system.
  • Experience developing and performing sourcing strategies to include recruiter license and non-license sourcing efforts.
  • Experience managing and driving recruitment strategies for multiple client groups.
  • Influencing hiring managers on corporate initiatives and driving appropriate business decisions.
  • Comprehension and practice of Amtrak Talent Acquisition processes in detail with few documented deviations. 
  • Experience influencing change management and process improvement initiatives. 
  • Demonstrated strong customer service skills.




  • Must have excellent oral and written communication skills.
