Job Summary:
The Commercial Strategy & Dev Mgr, Joint Projects is responsible for project partner relationship management; development of negotiating strategies and positions; building consensus with internal and external stakeholders; taking a lead role in negotiations of agreements, contract amendments and other third-party contracts.
This position is responsible for contracts and relationship management for various agencies, including but not limited to NJ Transit, NJ DOT, the MTA, the PANYNJ, SEPTA, Metra, Maryland MTA, and VRE (Virginia Rail). Areas of responsibility include coordination and development of agreements with private and public entities as well as work on Amtrak Capital Program agreements. This position will also coordinate strategic planning, capital and operational budgeting and other cross-account and global issues of the Capital Delivery group.
Essential Functions:
• Assist in the drafting of design phase, project development, funding, construction phase and other types of agreements with public and private parties to effectuate Amtrak’s capital program;
• Coordinate the negotiation of agreements with Amtrak Law, Finance, Procurement, Operations, Risk, and other relevant departments, to ensure appropriate remuneration and compliance with Amtrak legal and financial requirements and objectives, as well as with Mechanical, Engineering, Labor Relations and Human Resources regarding the negotiation of and compliance with specific corporate requirements;
• Assist in the achievement of financial targets and performance measures associated with agency contracts;
• Coordinate Amtrak activities with project and funding partners;
•Demonstrates a comprehensive understanding of construction, engineering/architectural, and consultant contracts, including contract types and terms & conditions.
• Engage with project partners to formulate constructive decision-making and aim to resolve any potential conflict with amicable solutions;
• Closely coordinate with Amtrak Planning, Engineering and Construction division.
• Coordinate activities of other Amtrak departments involved in providing services to customer agencies, including Real Estate, Government Affairs, Procurement and Materials Management;
• Coordinate departmental planning, performance goals, operating and capital budgeting, forecasting and variance explanation, and other cross-account and global issues.
Minimum Qualifications:
• Bachelor’s degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree; Plus
• 7 years of prior relevant experience required
Preferred Qualifications:
• 9+ years of relevant experience preferred
• JD, Masters degree or Bachelor’s degree in business, transportation, law, or related field with at 7-9 years of relevant business and planning experience, including at least years in the transportation industry.
• Understanding of Amtrak operations and infrastructure.
• Experience in working with governmental agencies or commuter agencies.
• Experience in negotiating complex issues and drafting appropriate contract terms with federal, state, and local officials and private industry representatives.
• Knowledge of FAR and other government regulations
• Project management experience
Knowledge, Skills and Abilities:
• Ability to establish appropriate methods and procedures to effect efficient and accurate control of contract commitments and schedules including cost reduction programs to accomplish system-wide savings.
• Superior quantitative and analytical skills, along with strategic, business, and political savvy.
• Strong verbal and written communication skills, including ability to articulate complex transportation issues and interact with outside stakeholders as well as all levels of Amtrak employees.
• Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position.
• Demonstrated ability in customer service and contract negotiations and administration.
• Experience in PC based applications, including Word, Excel, PowerPoint, financial planning/reporting systems, and other technology-based systems.
• Experience negotiating and administering various contract types of varying sizes and types of agreements within the architecture, engineering and construction industry.
• Strong advocacy and communication skills, including experience in making presentations to senior management and 3rd parties.
The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
