SUMMARY OF DUTIES:
The East River Tunnel is a critical link in the Northeast Corridor. This essential infrastructure is necessary for reliable operation of Amtrak, Long Island Railroad, New Jersey Transit, and future Metro North service. The tunnels are over 100 years old and were inundated by salt water during Superstorm Sandy and as a result are in need of rehabilitation to ensure that reliable service can be maintained. The $1.6B ERT Rehabilitation Project will be a complete tear down and rebuild of the rail, power, communications and signal, bench wall and mechanical fire/life/safety systems. The Capital Construction Department is responsible to execute this rehabilitation project as well as support all other ancillary construction projects and associated Amtrak force account support as well as coordinate with multiple construction projects in the region being implemented by other agencies. Under the direction of the Sr. Project Director, the successful candidate will execute all aspects of construction project management for design and construction projects. The incumbent will also interface with a diverse array of internal and external stakeholders. The Director, Capital Construction provides project leadership and guidance for achieving best practices in construction management and project delivery methods. Plan and direct project work across all dimensions, accountable for project outcomes. Individual in this role use advance knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities. This role will be responsible for managing a substantial number of direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.
ESSENTIAL FUNCTIONS:
· Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.
· Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
· Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
· Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
· Work with senior leaders to contribute relevant data to support annual planning activities.
· Provide financial project performance and forecasting reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans.
· Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
· Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.
· Decision rights: Project directors are accountable for project outcomes. They are consulted across project activities and provide approval for project decisions. They should consult with their manager (program director or AVP of program) on any major decision points likely to impact project outcomes.

MINIMUM QUALIFICATIONS:
· Bachelor’s degree with relevant work experience or any equivalent combination of education and experience.
· Mastery level program management practitioner skills with strong focus on collaboration, team building, and customer service
· Mastery knowledge of competitive procurement processes and regulations
· Highly motivated and self-directed
· Mastery with independent judgment and make solid business decisions within scope of the program
· Excellent analytical, mathematical, and creative problem-solving skills.
· Excellent listening, interpersonal, written, and oral communication skills.
· Logical and efficient, with keen attention to detail.
· Ability to effectively prioritize and execute tasks while under pressure.
· Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project),
· Must have work authorization in the United States
· Knowledge of theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response.
· Knowledge of applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.
· Knowledge of project delivery, engineering, and maintenance roles, responsibilities, and requirements.
· Ability to provide leadership, motivate and support people across the organization to work collectively as a cohesive whole to produce superior results.
· Ability to communicate clearly and concisely in verbal and written form, including ability to articulate complex issues, and interact with outside stakeholders as well as all levels of Amtrak.
· Ability to network with internal and external stakeholders, and leverage relationships to resolve complex project issues.
· Ability to establish and maintain cooperative and effective working relationships with superiors, peers, and subordinates across the organization.
· Working knowledge of Microsoft Project, Visio and Office, including intermediate level capabilities in the use of Excel, PowerPoint, and Word.
PREFERRED QUALIFICATIONS:
· 13+ years of relevant work experience or any equivalent combination of education and experience.
· Graduate degree
· Public/private partnership or joint venture experience
· Infrastructure construction program management
· Experience managing programs in the transportation industry environment
· PMP Certification in good standing Preferred
WORK ENVRIORNMENT:
· Office building and field environment.
· Ability to work on a construction site wearing safety shoes and PPE including a railroad tunnel environment.
· Ability to work under pressure.
· Travel to project sites is required.
· Work Schedule: This position may allow for a hybrid work schedule with an expectation of onsite minimum of 4days/week at an Amtrak location (an office, or a project location).
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
