Job Summary
Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration. The Director Program Management will report to the Senior Program Director and be responsible for overseeing, directing and implementing key program management activities. Under the direction of the Senior Program Director, this position has the overall responsibility and oversight for directing NYPennT program resources for all capital and reimbursable force account and capital contractor-related construction activities on the NYPennT program.
This role includes working in partnership with multiple Amtrak departments to ensure successful coordinated execution of the NYPennT program.
Essential Functions
- Oversees the planning and implementation of capital and reimbursable force account and capital contractor-related construction activities on the New York and Mid-Atlantic Division in close collaboration with and with direct support of the Amtrak’s project management practitioners.
- Oversees and directs operating resource allocation including staffing, financial accountability, material and equipment purchasing and asset management.
- Responsible to review designs, provides estimates for force account and third-party contract management, coordinates outages and monitoring of construction until completion.
- Oversees the planning, integration and implementation of the construction program within the Engineering Portfolio and ensures all disciplines are coordinated within the construction projects with other departments and agencies
- Oversees the development and implementation of construction-related site-specific safety plans and programs driven at all levels with specific goals and objectives to reduce injuries for all related projects
- Directs performance of construction management services by Amtrak staff, consultants and contractors for successful completion of projects
- Reviews change orders on assigned projects and represent projects in the change order approval process
- Communicates Amtrak’s safety vision and goals; oversees the implementation of corporate and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all subordinate employees
- Demonstrates necessary leadership to support a zero incident and injury culture within Amtrak
- Manage and monitor construction schedules, progress and costs; maintain, adjust and update project plans, as needed; consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project scope, schedule and budget status to project participants and stakeholders in close collaboration with assigned project management practitioner and controls staff.
- Work with Project Management and Project Controls teams to support the development and implementation of project plans, schedules and budgets consistent with operational needs and budget allowances, and oversee bid negotiations and consultant relationships
- Ensure construction progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations
- Provides technical advice on matters related to capital projects delivery with focus on construction management
- Builds and maintains external relationships to provide effective communication of construction status and accomplished goals and objectives
- Represents the DCE Construction with other staff, departments, elected officials and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations
- Analyze challenges, problems, and process breakdowns to ensure that lessons learned are used to improve project delivery practice with focus on construction management
- Continuously improves and/or develops key business processes that focus on delivering capital projects on-time and within budget
- Builds and maintains external relationships to provide effective communication and accomplish goals and objectives.
- Maintains a teamwork environment within all peers as well as the engineering department’s internal customers.
- Oversees the development and implementation of assigned department goals, objectives, policies and priorities for each assigned service area
- Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of capital project construction in public transportation
Minimum Qualifications
- Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
- 11+ years of relevant experience
- 5+ years of management-level experience in project/construction management, engineering and/or maintenance within passenger railroads, or in any comparable public or private organization
- Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs
- Extensive experience managing diverse, large, and geographically dispersed groups of individuals
- Represent Amtrak before elected officials and the public as requested
Preferred Qualifications
- Bachelor’s degree in engineering, construction management, or a closely related
- Master's degree in engineering, construction management, or project management, and extensive experience working with construction of capital projects in an operating environment
- Demonstrated experience in passenger railroads exhibiting progressive growth and increased responsibility in providing major project delivery services to the public
- Professional Engineer’s (PE) License
- CMAA Certified Construction Manager (CCM) and/or PMI Project Management Professional (PMP) credential
- Experience working with government agencies and organizations
- Experience working with labor unions
- Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions
- Extensive understanding of business operations and the impact departmental actions have on the corporation and operations
Knowledge, Skills, and Abilities
Knowledge of:
- Advance principles of construction management, project management, program development, implementation and administration for improvement and maintenance projects
- Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response
- Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects
- Project delivery, engineering, and maintenance roles, responsibilities, and requirements
- Railroad systems including track, structures, communications, signals, electric traction and track usage procedures
- Principles and practices of capital and operating budgets preparation and administration
- Principles and practices of contract negotiation and administration
- Principles of supervision, training and performance evaluation
- Principles and practices of public administration
- Social, political, and environmental issues influencing capital programs
- The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights
- Roadway Workers Protection (RWP), NORAC/General Code Operating Rules; MW 1000, AMT2, AMT23, AMT27, Hazard Communication (Right to Know) and Personal Protective Equipment (PPE)

The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
