Job Summary

Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration. The Director Program Management will report to the Senior Program Director and be responsible for overseeing, directing and implementing key program management activities. 

This role will be responsible for overseeing program planning, scheduling, cost tracking and change management against approved scope, schedule and budget, while maintaining adherence to Amtrak’s Enterprise Project Management Standards and industry best practices.  This role includes working in partnership with multiple Amtrak departments to ensure successful coordinated execution of the NYPennT program.  

 

Program components include procurement of a master developer, an environmental assessment, design and delivery, and interdepartmental stakeholder management and communications.  The Director Program Management will be responsible for multiple contracts with various external entities, public/private partnerships, joint venture arrangements, and a variety of funding sources and/or arrangements. 

Essential Functions

  • Manage team of 3-5 project managers, project controls specialists
  • Supervise and develop the program management vertical, by analyzing current processes and procedures and establishing and implementing best practices
  • Manage end-to-end program/project lifecycle, ensuring successful implementation and reporting ROI
  • Manage and monitor project cost and schedules; report progress and adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.

Oversee program planning, requirements, scheduling, cost tracking and change management

  • Identify and evaluate the risks associated with program/project activities and work across team and organization to establish and monitor mitigation plans
  • Identify, document and lead the evaluation of changes based on cost, schedule, risk and scope impacts. Provide data to support appropriate project change and change control request decision processes through established program and enterprise governance frameworks
  • Foster partnerships to support scoping, budgeting, and resource allocation decisions aligned with strategic goals
  • Collaborate with senior leadership and provide regular analytical and metrics based reporting
  • Other duties as required or assigned

Minimum Qualifications

  • Bachelor’s degree or equivalent combination of education, training and/or relevant experience
  • Minimum of 11 years of experience leading the development and/or delivery of complex programs, portfolios, and projects.
  • Experience managing people

Preferred Qualifications

  • Minimum of 15 years of experience leading the development and/or delivery of complex programs, portfolios, and projects
  • PMO certification 

Knowledge, Skills, and Abilities

  • Extensive experience as a Project/Program Manager, demonstrating the ability to lead projects from initiation to completion, ensuring alignment with organizational goals and objectives
  • Highly skilled in Microsoft Office Suite, Microsoft Project, SharePoint, and other relevant tools essential for effective project management
  • Self-directed leader with strong critical thinking skills, capable of leading complex and strategic initiatives, and providing guidance and support to project managers and leads
  • Knowledge of business and management principles, including strategic planning, resource allocation, leadership techniques, and coordination of people and resources, to effectively mentor and manage staff
  • Ability to drive and manage multiple contracts simultaneously, prioritizing tasks and resources effectively to meet project objectives and deadlines
  • Strong analytical and problem-solving abilities, enabling the identification and resolution of project-related issues and challenges to ensure project success
  • Proficient in effectively interacting with senior-level management and key stakeholders, providing clear communication and updates on project progress, risks, and issues
  • Ability to manage resources in a continuously changing environment with competing demands, demonstrating adaptability and flexibility in resource allocation and project planning

The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
