Job Summary

Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration. The Director Program Management will report to the Senior Program Director and be responsible for overseeing, directing and implementing key program management activities. 

 

Under the direction of the Senior Program Director, NYPennT, this candidate will function as the design executive and subject matter expert for the NYPennT program. Oversee design from inception through completion, collaborate with stakeholders and project partners, build consensus, identify, manage, and control change, as well as support the development and procurement of contract documents, fit-for-purpose construction documents, and audit work for quality assurance. Provide continual monitoring and progressing of multiple packages in parallel from the design phase through construction.

This role includes working in partnership with multiple Amtrak departments to ensure successful coordinated execution of the NYPennT program.  

Essential Functions

  • Manage a staff of architects, engineers and interns responsible for the development and execution of the NYPennT program
  • Oversee the management and control of the design process by establishing a collaborative partnership between the core project team and project stakeholders in other departments at Amtrak
  • Collaborate with station stakeholders to establish standards and assessment processes
  • Oversee and provide direction of the design progress from concept through delivery while ensuring compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agencies requirements
  • Engage with internal and external stakeholders (including customer service, operations, planning, real estate, engineering, transportation, local and state agencies, FRA, FTA and other partners as required) to determine project needs and priorities
    • Manage and monitor the internal stakeholder review process as well as expectations of competing stakeholders in a matrix organization. Ensure alignment with project scope and limitations
    • Perform reviews of contractors’, GECs’ and internal schedules for proper logic, impact on service and available resources and departmental goals and objectives
    • Perform technical reviews of construction submittals to ensure compliance with design intent and project requirements
    • Evaluate value engineering proposals
    Other duties as assigned

Minimum Qualifications

  • Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • Licensed Architect or Engineer in the State of New York
  • 15+ years of relevant experience 

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 20 years of relevant work experience.

Knowledge, Skills, and Abilities

  • Expertise in delivering solutions which integrate the most up-to-date codes and standards in the City and State of New York
  • Knowledge of all phases of multiple discipline projects and various contracting strategies including DBB, DB, PDB, and CMAR
  • Proficiency with the facilities design and delivery process from inception through closeout with an emphasis on contractual agreements, design solutions, construction documents, and leading projects successfully through the delivery process
  • Capable of building rapport through the utilization of graphic, verbal, written, and other forms of communicatio
  • Aptitude with Microsoft Office Suite, Primavera or Microsoft Project as well as the ability to be trained and become familiar with Amtrak’s requirements, systems, and software

The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
