SUMMARY OF DUTIES:

This role will support the infrastructure lead for the 16+ Billion Hudson Tunnel Program. The Director of Capital Construction - Change Management will serve as the HTP designated lead for managing, reviewing, negotiating and tracking construction changes on the project. This position is critical for ensuring strict compliance with contractual requirements, minimizing cost and schedule impacts, and maintaining transparency and accountability. This position will ensure changes are only authorized through formal, contractually compliant processes, will validate that requested changes are within the contractual framework. Ensures documentation meets federal grant compliance standards, such as FTA Circular 4220.1 and FRA Reporting Requirements.

 

ESSENTIAL FUNCTIONS:

  • Ensures changes are only authorized through formal, contractually compliant processes.
  • Prevents scope creep by validating that requested changes are within the contractual framework.
  • Protects the owner from unauthorized or speculative contractor claims by maintaining robust documentation and audit trails
    Identifies trends in changes to proactively mitigate recurring issues and enforce corrective measures.
  • Tracks the cumulative cost impact of changes in real-time to support accurate forecasting, budget adherence, and executive reporting.
  • Collaborates with cost control, scheduling, and procurement teams to evaluate the time-cost-quality implications of each change.
  • Leads the negotiation of fair and reasonable pricing for changes to ensure the owner pays only for legitimate, substantiated work.
    Assesses time extension requests in coordination with the project scheduler to prevent unnecessary prolongation of project delivery.
  • Supports the integration of approved changes into the baseline schedule to maintain critical path control.
  • Functions as the owner’s advocate in commercial and technical discussions with contractors regarding proposed changes, differing site conditions, or design evolution.
  • Coordinates with legal and contract management teams to maintain alignment with dispute resolution provisions.
  • Ensures change documentation meets federal grant compliance standards, such as FTA Circular 4220.1 and FRA reporting requirements.
  • Facilitates timely submission of change documentation required for federal reimbursement and external oversight review.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in business, supply chain, engineering, construction management or equivalent with a minimum of 10 years of relevant work experience or any equivalent combination of education and experience.
  • Progressive experience in construction management, contract administration, or project controls on large-scale infrastructure or transportation projects.
  • Experience managing contract changes, claims, and negotiations on public-sector or federally funded design-build or design-bid-build projects.
  • Demonstrated experience working with FTA, FRA, or other federal grant requirements is strongly preferred.
    Experience negotiating and administering various contract types of varying sizes and types of agreements within the architecture, engineering and construction industry.
  • Able to build constructive and effective relationships and use them to maneuver through complex situations.
  • Strong decision-making and problem-solving skills.
  • Excellent communication skills – oral and written.
  • Ability to provide subordinates with guidance, direction, motivation and training to ensure cost-effective acquisitions, good negotiating strategies, value-analysis techniques, in-depth market research of market trends, and new contract administration and negotiation techniques.
  • Ability to effectively manage in a fast-paced environment with frequently changing priorities.
    Embraces learning new tasks, both complex and simple, to maintain effectiveness in this position.

 

PREFERRED QUALIFICATIONS:

  • Graduate degree in Business, Law, Engineering, or Construction Management.
  • 10–15 years of progressive experience in construction management, contract administration, or project controls on large-scale infrastructure or transportation projects.
  • 5+ years specifically managing contract changes, claims, and negotiations on public-sector or federally funded design-build or design-bid-build projects.
  • Infrastructure construction program and contract management.
  • Experience managing contracts in the transportation industry environment.
  • CPCM, PMP, CCM, or other relevant certification in good standing preferred, but not required.
  • Knowledge of FAR and other government regulations.
  • Proven record of accomplishment improving business processes and delivering measurable results.
  • Transportation industry experience preferred but not required.

 


WORK ENVIRONMENT:

  • Works inside a climate-controlled environment.
  • Uses a personal computer to access standard office automation software and Amtrak-specific applications to perform a variety of tasks, including communications, creating and reviewing documents, and analyzing information.
  • Performs tasks that require sitting for an extended period.
    Ability to work under pressure.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

 

The salary range is $163,000.00-$211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
