Job Summary

Manage customer relationships, develop negotiating strategies, and build consensus with internal and external stakeholders. Lead negotiations of agreements and contract amendments, and administer existing and new contracts. Directly handle contracts and relationship management with SEPTA, Pennsylvania Department of Transportation, Delaware Department of Transportation, and Delaware Transit Corporation. Oversee commuter rail and state-supported services access agreements for the Northeast Corridor and other rail infrastructure assets. Coordinate engineering and real estate issues with partners. Drive business development, implementation, and administration of access-related agreements with non-commuter agencies, such as commercial enterprises and state and local governments.

Essential Functions

  • Communicates and coordinates with senior officials of commuter agencies, state Departments of Transportation, and the Federal Railroad Administration.
  • Administers existing commuter access, capital funding, and operating agreements with four agencies.
  • Coordinates negotiations of agreements with relevant departments to ensure compliance with legal, financial, and corporate requirements.
  • Collaborates with commuter and state partners on capital planning, grant funding applications, and cost-sharing agreements.
  • Achieves financial targets and performance measures associated with agency contracts.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 7 years of relevant work experience.

Preferred Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.

Knowledge, Skills, and Abilities

  • Superior quantitative and analytical skills, with strategic, business, and political awareness
  • Demonstrated ability in customer service, contract negotiations, and administration
  • Proficiency in PC-based applications, including Word, Excel, PowerPoint, and financial planning/reporting systems
  • Excellent communication and stakeholder management skills, including proven writing and presentation abilities
  • Understanding of operations and infrastructure, including experience in working with governmental or commuter agencies
  • Supervisory experience
  • Experience in negotiating complex issues and drafting contract terms with federal, state, and local officials, as well as private industry representatives

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
