Job Summary

The Senior Infrastructure Planning Manager position is responsible for customer relationship management; development of negotiating strategies and positions; building consensus both within and outside of Amtrak; taking a lead role in negotiations of agreements, contract amendments and other third-party contracts; and administration of existing and new contracts and assistance with agreements. 

This position has direct responsibility for contracts and relationship management with a number of commuter and state agencies, including but not limited to the Metropolitan Transportation Authority, Long Island Railroad, Metro-North Railroad, and MTA Construction and Development.

Areas of responsibility include commuter access agreements for the Northeast Corridor and other Amtrak-owned assets, for-profit commuter operating agreements, and coordination of engineering and real estate issues related to these partners.

This position is also responsible for business development, relationship management and negotiation, implementation and administration of access-related agreements with non-commuter agencies. Including commercial enterprises and state and local governmental entities.

Essential Functions

  • Administration of existing commuter access and operating agreements.
  • Coordinate the negotiation of agreements with Amtrak Law, Finance, Operations, Real Estate and other relevant departments, to ensure appropriate remuneration and compliance with Amtrak legal and financial requirements and objectives, as well as with Mechanical, Engineering, Labor Relations and Human Resources regarding the negotiation of and compliance with specific corporate requirements.
  • Achieving financial targets and performance measures associated with agency contracts.
  • Managing development and implementation of creative service offerings to meet growing customer needs.
  • Close coordination with the Amtrak Operations, including Superintendents and Division Engineers responsible for providing services and infrastructure access to customer agencies;
  • Prepare monthly reports on services, including tracking of financial and operating performance
  • Coordination of activities of other Amtrak departments involved in providing services to customer agencies, including Finance, Real Estate, Government Affairs, Procurement and Materials Management;
  • Directing internal cross-departmental efforts to improve Amtrak’s service offerings and customer satisfaction.
  • Implementing requirements of the Northeast Corridor Commission, as defined by Section 212 of the Passenger Rail Investment and Improvement Act of 2008
  • Assists Director – Business Development in coordinating strategic planning efforts in broader geographic area. 

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.
  • Superior quantitative and analytical skills, along with strategic, business and political savvy.
  • Demonstrated ability in customer service, contract negotiations and administration.
  • Experience in PC based applications, including Word, Excel, PowerPoint, financial planning/reporting systems, and other technology-based systems. 

Preferred Qualifications

  • Master’s degree in business, transportation or related field with 11 or more years highly relevant business and planning experience, including at least five years in the transportation industry.
  • Understanding of Amtrak operations and infrastructure.
  • Experience in negotiating complex issues and drafting appropriate contract terms with federal, state and local officials and private industry representatives
  • Experience in working with governmental agencies or commuter agencies.
  • Demonstrated ability to work independently.

Knowledge, Skills, and Abilities

  • Strong advocacy and communication skills, including the ability to articulate complex transportation issues to diverse stakeholders at all levels and externally
  • Project management experience, encompassing budgeting, scheduling, business development, planning, design, and implementation
  • Effective collaboration with staff and decision-makers to challenge conventional practices
  • Proficiency in quantitative and analytical skills, including PC-based applications like MS Office Suite
  • Familiarity and experience dealing with public agencies and the community in Chicago
  • Demonstrated ability to build consensus among diverse project stakeholders, both public and private
  • Experience in significant roles in large-scale transportation projects working with private and public sources of funding

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
