Job Summary
The East River Tunnel is a critical link in the Northeast Corridor. This essential infrastructure is necessary for the reliable operation of Amtrak, Long Island Railroad, New Jersey Transit, and future Metro North service. The $1.7B ERT Rehabilitation Project will be a complete teardown and rebuild of the rail, power, communications and signal, bench wall, and mechanical fire/life/safety systems. The successful candidate will serve as a cost controls leader for the ERT Rehab project and assist in the overall management of commercial and controls efforts.
Essential Functions
• Leads development, preparation, and maintenance of project cost/schedule control, financial risk management, contingency determination, and earned value management, incorporating current best practices used in the construction and transportation industries.
• Ensures integration of cost/schedule practices and methods.
• Supports the development of cost/schedule management policies, procedures, and performance metrics.
• Leads staff in the development and implementation of KPIs to assess project cost/schedule performance.
• Ensures close coordination between cost control staff and project management team.
• Collects weekly input from Contract Management Specialist and Construction Manager on areas impacting project costs, budget and schedule.
• May lead risk evaluation sessions or preconstruction reviews for a major capital construction project/program if risk manager is not staffed on team.
• Responsible for all activities detailed above, while gathering input from relevant parties (e.g., Contract Management Specialist, Construction Managers) and receiving approval from Project Director on any areas impacting project work.
Knowledge, Skills, and Abilities
• Demonstrated project controls cost and schedule skills
• Experienced SharePoint, MSPS, Power BI/Access and Primavera user
• Strong focus on collaboration, team building, and customer service
• Effectiveness working across teams with varying objectives.
• Strong oral and written communication skills across all levels
• Ability to organize and present project portfolio reports, proposals, and other related portfolio information
• Experience with Project Controls management relating to cost and scheduling at a project level.
• Extremely detail oriented individual that possesses comprehensive knowledge of document management processes
Minimum Qualifications
• Bachelor’s degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
PLUS
• 6 years of relevant experience required
- PMP in good standing or ability to obtain one within one year of hire date
Preferred Qualifications
• Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
• Transportation industry experience
• 8+ years of relevant experience preferred
Work Environment
- Office building environment.
- Work in cubicle setting; stand, sit, bend, twist, use file drawers.
- Sit at computer to complete assignments, projects, and majority of tasks.
- Ability to work under pressure.
- Occasional travel may be required.
- 4 days in the office ( 2 days at 1 Penn, 2 days in Queens) 1 day remote/home.

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
