Position Summary
The Lead Project Controls Specialist – Document position to be located at New York or Philadelphia will be working under the Sr. Project Controls Manager to support the management of multiple major projects within the portfolio, assist in their progress reporting, and assist in ensuring compliance. This position will be responsible for maintaining and creating project documents ensuring that accurate information is distributed throughout the organization to the appropriate stakeholders on time. This position will track down receival of, review, process, and file documents. This position will handle regular reporting to internal and external stakeholders including, but not limited to, Amtrak senior leadership, the Federal Railroad Administration (FRA), and commuter partners.
Essential Functions
- Ensure compliance with Amtrak project management policies as well as guidelines on document controls for handling project files including but not limited to design submissions, submittals, requests for information (RFI’s), shop drawings, meeting minutes & emails, and keep track of them via tracking logs.
- Enforce internal Amtrak and FRA procedures intended to oversee the creation, review, approval, release, distribution, access, storage, security, and disposal of documents.
- Assist the portfolio in the development of project or portfolio presentations to be given either to internal or external stakeholders.
- Primarily responsible for managing project documents that are received, copied or scanned while also ensuring their accuracy, quality and integrity.
- Create comprehensive reports and dashboards to track key performance indicators for projects within the Portfolio.
- Implement process improvements to improve reporting efficiency and accuracy.
- Responsible for all activities detailed above, while gathering documents from parties across projects (e.g., Contractors, Contract Management Specialist, Construction Managers, Grants) and receiving approval from Project Director on any area impacting project work.

Minimum Qualifications
- Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
PLUS
- 6 years of relevant experience required.
- 8+ years of relevant experience preferred.
Minimum KSAs
- Knowledge of principles and practices of construction project management through all phases of the construction project lifecycle.
- Strong technical skills in MS Word, Excel, Outlook, and PowerPoint. Skill using Visio is a plus.
- Readiness to learn new computer applications the position duties will require during situations such as Amtrak implementing new technologies.
- Ability to compile and organize project portfolio reports, proposals, and other related portfolio information.
- Effectiveness in working diplomatically across teams with varying objectives.
- Multi-tasking abilities where information is required to be provided quickly and accurately to internal and external stakeholders.
- Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
- Demonstrated project controls document skills.
Preferred
- 8+ years of relevant experience in project controls or management preferred.
- Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
- Experience in capital construction project document controls in the rail industry, oil and gas, energy, or pharmaceutical industry.
- Experience with Masterworks, SharePoint, Power BI, SAP, Maximo, Masterworks, Procore, P6 and other project management related tools.
- PMP or RMP certification.
The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
