Job Summary

The Lead Project Controls Specialist is responsible for utilizing and enhancing enterprise tools, systems, and work processes to assist the project management practitioners in effective management control and reporting on schedule and progress measurement for a medium to high complexity Capital Delivery portfolio of projects. The position will function as a master scheduler and develop project schedules, dashboards, resource demand reports, and risk registers in close collaboration with project managers. This position will coordinate with major outage planning, workforce planning, and other internal groups to create and maintain project schedules. Ensure portfolio compliance with established Project management standards and policies. The Lead Project Controls Specialist will work under the supervision of the Project Controls Manager.

Essential Functions

  • Work with Project Manager, construction manager, and the team to develop, update, and maintain integrated master schedule for project using Primavera P6
  • Gathers, validates, and updates key project progress data—including physical percent complete, installed quantities, and labor usage—to ensure accurate and timely schedule progress reporting.
  • Performs investigation, including but not limited to visits to the field, and interviews of delivery staff (e.g., engineers, superintendents, construction managers), to understand construction means and methods to develop schedules with proper logic ties, sequencing, resourcing, and work calendars.
  • Integrate cost and schedule data as well as information from vendors and external entities to facilitate schedule and performance reporting.
  • Performs review of contractor schedule baseline and updates, including critical path, constructability, risk analysis, and Time Impact Analysis as required.
  • Assists the Project Manager by evaluating project risks and potential changes, analyzing associated schedule impacts, and providing actionable data to support the development of mitigation plans, schedule contingencies, and clear reporting to clients and project leadership.
  • Contributes to the development of the portfolio’s annual plan by preparing updated Primavera P6 schedules, ensuring the accuracy of schedule and resource data, alignment with the five-year plan, and compliance with all delivery requirements and deadlines.
  • Applies construction scheduling principles, methodologies, and discipline-specific practices to develop schedules for both rail-specific work (such as electric traction, signals, structures, and track) and general construction activities.

 

Minimum Qualifications

• Bachelor’s Degree or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.

 

PLUS

• 6 years of prior relevant experience required

• 8+ years of relevant experience preferred

Preferred Qualifications

  • Eight (8) years’ experience in construction project scheduling and project controls, at least five (5) of which are on large (>$500 million) projects. 
  • Five (5) years of direct hands-on experience using Primavera scheduling software to develop and maintain multi-discipline schedule for large (>$500 million) construction or engineering projects.
  • Capital construction controls experience in the rail industry, oil and gas, energy, or pharmaceutical industry. 
  • Familiar with multi-discipline railroad infrastructure (track, electric traction, communications & signals, structures, stations, and facilities).
  • Experience in preparation of linear schedules such as TILOS Software.
  • Prior experience with XER toolkit or Deltek Acumen.
  • Hands-on experience with data analysis and visualization tools like PowerBI.
  • Oracle Primavera P6 certification.
  • PMI-SP or AACE-PSP certification.
  • PMP Certification in good standing.
  • Earned Value Management Professional (EVMP).

 

Knowledge, Skills, and Abilities

  • Experience in construction project scheduling and project controls on medium to high complexity projects.
  • Proficiency in Oracle Primavera P6.
  • Demonstrated experience integrating schedules for medium to large projects, programs or portfolios using Primavera P6.
  • Knowledge of planning and scheduling tools, methods, techniques, standards, and best practices, including resource management, and progress measurement for construction or engineering projects.
  • Knowledge of principles and practices of construction project management through all phases of the construction project lifecycle 
  • Understanding principles and practices of construction contract administration, contracting methods and types; standard conditions of construction and engineering contracts. 
  • Familiarity with business processes, techniques, and procedures related to project cost engineering / cost management and cost estimation in medium to large capital construction projects.

The salary/hourly range is $94,300.00 – $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary.
