SUMMARY OF DUTIES:
The Principal Project Manager is responsible for planning, directing, and executing both cost control and document management activities to support the successful delivery of Amtrak’s Sawtooth Bridges Replacement Program. The Principal Project Manager will work under the minimal supervision of a senior Project leader and lead program level controls practitioners consisting of Project Management and Construction Management (PM/CM) consultants. This role ensures accurate and timely distribution of project information within the organization and project partners to ensure alignment between project control staff and project management teams. Responsibilities include maintaining and processing project documentation, managing the smooth operation of document workflows, and fulfilling cost engineering and control functions. The individual will support strategic and project-specific objectives through effective cost estimation, budgeting, and performance monitoring.
ESSENTIAL FUNCTIONS:
· Ensures compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, and program-specific requirements in the delivery of the programs control functions
· Work with Program team and leadership to oversee program budgets, schedules, financial reporting, invoicing, etc.
· Supports the development, preparation, and maintenance of program cost estimation, cost control, financial risk management, contingency determination and management, and earned value management.
· Supports the development of the Program’s Annual Operation Plan in producing new and updated forecasts and schedules while ensuring data integrity and consistency, alignment with 5-year plan, and compliance with delivery requirements and deadlines.
· Perform change management duties as needed.
· Ensures close coordination between controls staff and project management team.
· Manages project documents that are received, copied or scanned while also ensuring their accuracy, quality and integrity.
· Support Project Director in developing, compiling, and delivering program performance indicators (KPIs), data, and trends using reports, charts, tables, dashboards, or other artifacts assessing program performance to support management decisions.
· Assures quality and timeliness of recurring and ad-hoc team deliverables, including but not limited to estimates, schedules, forecasts, reports, analyses, and source data
· Leads the PM/CM controls team responsible for managing the workflow processes related to document retrieval, submittals, and requests for information (RFIs).
· Champions use of SharePoint, EPPM, and all Amtrak systems-of-record to ensure uniformity and standardization of data inputs and outputs as supporting product SME/change agent.

MINIMUM QUALIFICATIONS:
· Strong project and program management skills
· Superb communication and stakeholder management skills with focus on collaboration, team building, and customer service
· Effectiveness working diplomatically across teams with varying objectives.
· Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
· Bachelor’s degree and relevant experience
· Must have work authorization in the United States.
· Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
· Demonstrated experience with archiving requirements for monthly, quarterly, and ad hoc meetings for Capital Delivery and federal partners.
· Ability to organize and present project portfolio reports, proposals, and other related portfolio information and prepare reports for various stakeholders.
· Knowledge of principles and practices of project management through all phases of the project lifecycle
· Ability to analyze project performance metrics, performance analysis, dashboards, and progress reports.
· Ability to review data and validate to ensure compliance with stakeholder requirements.
· Strong focus on collaboration, team building, and customer service
· Effectiveness working diplomatically across teams with varying objectives.
· Ability to multitask and work in an environment with changing priorities.
· Strong oral and written communication skills across all levels.
· Experience with various software including SharePoint, Power BI, Maximo, EPPM, AIMS and SAP.
PREFERRED QUALIFICATIONS:
- Background in project management and/or project controls, cost estimating, and document management.
- 7-10 years of relevant experience preferred.
- Understanding of railroad business functions, operations, and design and construction processes.
- Previous railroad, heavy civil and bridge projects in the design and/or construction phases.
- Ability to analyze technical information and communicate to a nontechnical audience
- Knowledge of contracts and contract administration
- Advanced Excel skills
- Strong project management skills
- Strong oral and written communication skills across all levels
WORK ENVIRONMENT:
- Office, 4 days per week with 1 day remote.

The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
