SUMMARY OF DUTIES:

The Program Manager for Testing and Commissioning is responsible for assisting in the delivery of the Hudson Tunnel Project. This position will encompass multiple phases of the project, cross-departmental interfaces, multiple technologies, geographies, and Amtrak assets. The Individual in this role work independently with guidance by the Sr Program Manager of Testing and Commissioning and the Sr Director of the Gateway.  This position may have direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, and program, partners, and stakeholders

 

ESSENTIAL FUNCTIONS:

  • Coordinate multiple project teams, vendors, and assets to ensure timely and cost-effective sequencing and execution of critical project milestones relating to systems and testing and commissioning.
  • Establish Program Control structures for effective execution of the Testing and Commissioning program and processes of project driven initiatives for the program.
  • Cultivate collaborative partnership among stakeholders to enable scoping, financial and resource decisions. 
  • Work with Designer of Record to identify, document and elevate cross-organizational and vendor-driven that impact project management or program acceptance, including systems.  Work with peers across the organization to develop and implement appropriate management processes with internal stakeholders for implementation.
  • Identify and manage assessment of scope, schedule and budget through the appropriate design process and support the systems testing and configuration program. 
  • Work with team members providing guidance and support technologies in support of the Hudson Tunnel Project guidance on adherence to the Project Management practices.
  • Work with senior leaders to contribute relevant data to support annual planning activities and sequence new working through the appropriate control mechanisms.
  • Ensure that program financial performance and scheduling information is available and reportable for senior executives and government regulators regarding program.  
  • Identify and evaluate the risks associated with program execution and work across organization to establish monitoring and mitigation plans.
  • Develop and maintain required program management records and plan development and ensure processes in accordance with Amtrak Project Management standards and applicable regulations.
  • Work with team to identify efficiencies within the program and present recommended improvement opportunities.
  • Build strong relationships within Amtrak to understand the business challenges and opportunities with the delivery of the Hudson Tunnel as directed.
  • Cultivate partnership among team members and portfolio stakeholders by ensuring a quality management process during T&C development.
  • Work with project management, technical and operational resources to conduct detailed level planning overall program schedule and milestone activities in accordance with the established scope, budget, and schedule constraints, in alignment of the successful implementation of the Hudson Tunnel.
  • Develop, track progress on T&C program development or as directed.  
  • Prepare performance reports and other relevant analytics on the program.
  • Monitor and approve all budgeted program expenditures.
  • Ensure program adherence to the Amtrak Program Management methods and governance standards

 

MINIMUM QUALIFICATIONS:

  • Strong project and program management skills
  • Superb communication and stakeholder management skills with focus on collaboration, team building, and customer service
  • Effectiveness working diplomatically across teams with varying objectives.
  • Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), 
  • Bachelor’s degree
  • Relevant experience
  • Must have work authorization in the United States.

 

 

PREFERRED QUALIFICATIONS:

  • Graduate degree 
  • Nine years of relevant experience
  • PMP Certification 
  • Experience managing programs in the transportation industry environment  

 

 

WORK ENVIRONMENT:

  • Office building environment.
  • Work in cubicle setting; stand, sit, bend, twist, use file drawers.
  • Sit at computer to complete assignments, projects, and majority of tasks.
  • Ability to work under pressure.
  • Occasional travel as needed.

 

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

 

The salary range is $113,200 - $146,664. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
