The Program Manager is responsible for delivery of large environmental remediation and risk reduction programs, with multimillion-dollar cost impacts and multi-year delivery schedule.  The programs may encompass sub-programs, multiple projects and work-streams, cross-departmental interfaces, multiple technologies, geographies and assets.   Individuals in this role work independently with some indirect supervision.  The role requires regular analytical and metrics-based project reporting to other staff, Executive Committee, and stakeholders.


• Initiate and manage complex, high-risk capital and operating environmental projects at Amtrak facilities across the national network, including remediation   and risk reduction construction projects. Hire and manage contractors, coordinate multiple project teams, vendors and assets to ensure timely and cost-  effective sequencing and execution of critical path milestones across several inter-dependent projects 
• Follow and implement Amtrak project management processes and controls to accomplish project objectives and effectively manage project scope, schedule and   budget and track projects to completion.  
• Cultivate collaborative partnerships among stakeholders to enable scoping, financial and resource decisions and identify cross-organizational and vendor   dependencies to implement appropriate dependency management processes. 
• Mentor Project Management staff and matrixed team members and provide guidance on adherence to the Project Management practices.
• Work with senior leaders in developing strategic plan for risk reduction project identification and prioritization and to contribute relevant data to   support annual planning activities and sequence new work through the appropriate controls mechanisms
• Ensure that program financial performance, forecasting information, and other project spend information is available and reportable for senior executives   and government regulators  
• Identify and evaluate the risks associated with program execution and work across organization to establish and monitor mitigation plans as necessary
• Identify efficiencies and present recommended improvement opportunities at various levels of management.
• Provide engineering and other technical support to operations for wastewater and other system equipment  


• Bachelor’s Degree in Engineering, Environmental Sciences, or related science degree (or equivalent combination of training, education and relevant   experience may be considered in lieu of a degree).
• Minimum of 7 years relevant experience required (minimum of 11 years relevant experience in lieu of degree).
• Previous experience managing complex environmental remediation and construction projects.
• PMP certification in good standing. Or ability to obtain within 1 year
• Experience managing programs in the transportation industry environment.

• Bachelor’s degree with a minimum of eleven years of relevant work experience or any equivalent combination of education and experience
• Must have work authorization in the United States.


• PE or other professional certification.  
• Experience and knowledge of various Site Investigation and Remediation Technologies
• Experience with wastewater treatment technologies
• Supervisory experience.
• Master’s degree in Engineering, Environmental Sciences or related degree
• 9 or more years of relevant experience preferred.


Must have excellent oral and written communication skills.
