The individual is responsible for planning, directing, and executing both cost control and document management activities to support the successful delivery of project goals. This role ensures accurate and timely distribution of project information within the organization and project partners to ensure alignment between project control staff and project management teams. Responsibilities include maintaining and processing project documentation, managing the smooth operation of document workflows, and fulfilling cost engineering and control functions. The individual will review, file, and track documentation while also supporting strategic and project-specific objectives through effective cost estimation, budgeting, and performance monitoring. ESSENTIAL FUNCTIONS:
- Supports development, preparation, and maintenance of project cost estimation, cost control, financial risk management, contingency determination and management, and earned value management, incorporating current best practices used in the construction and transportation industries.
- Ensures integration of cost practices and methods, and supports the development of cost management policies, procedures, and performance metrics.
- Leads staff in the development and implementation of KPIs to assess project cost performance.
- Ensures close coordination between cost control staff and project management team.
- Collects periodic input from Contract Management Specialist and Construction Manager on areas impacting project costs and budget.
- Enforces procedures intended to oversee the creation, review, approval, release, distribution, access, storage, security, and disposal of documents.
- Manages project documents that are received, copied or scanned while also ensuring their accuracy, quality and integrity.
- Maintains stringent electronic and paper copy document control processes for all project related information.
- Coordinates all communications including indexing, compilation and distribution of documents as well as meeting notes and assignments.
- Assists project director and senior project controls leads to develop and maintain documents such as meeting agendas, meeting minutes, drawings, specifications and related items, and with organizing and compiling forms, drawings, documents and receipts for reimbursable invoicing.
- Controls the retrieval of documents; receives and processes submittals or shop drawings and requests for information or RFIs and maintains via tracking logs.

MINIMUM QUALIFICATIONS:
- Working knowledge of project controls.
- Experienced SharePoint and MSPS user.
- Strong oral and written communication skills across all levels.
- Ability to organize and analyze large volumes of financial, risk and schedule performance data.
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project), MS SharePoint, SAP, BPC.
- Experience with Project Controls management relating to cost, scheduling and estimating at a project level.
- Associate degree with minimum of three years of practitioner experience with project controls and project management, or any equivalent combination of education and experience.
- Must have work authorization in the United States.
PREFERRED QUALIFICATIONS:
- Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
- Microsoft Power BI or similar enterprise business intelligence solutions.
- PMP, PMP-SP or RMP Certification in good standing.
WORK ENVIRONMENT:
- Four (4) days in the office.
- Office building environment.
- Sit at the computer to complete assignments and majority of tasks.
- Ability to work under pressure.
- May require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time.
- May require travel to other Amtrak locations to collaborate on assigned projects.

Must have excellent oral and written communication skills.
The salary/hourly range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
