SUMMARY OF DUTIES:
The Project Controls Specialist position is responsible for using and improving existing enterprise tools, systems and work processes to assist Project Managers in effective management, control and reporting on schedule and progress measurement for a medium to high complexity capital delivery portfolio of Projects. The position will function as a master scheduler, develop Project dashboards, schedules, cost performance reports, resource loading reports and risk registers in close collaboration with the Project Controls Manager, Project Managers, and other groups. Ensure portfolio compliance with established Project management standards and policies. This position will work under minimal supervision of a senior level controls practitioner or Project Controls Manager.
ESSENTIAL FUNCTIONS:
· Work with Project Manager, Construction Manager, and the team to develop, update, and maintain integrated master schedule for project using Primavera P6.
· Collect ongoing project performance data as input to schedule progress such as physical % complete, installed quantities, expended labor and other required progress measurement data.
· Integrate cost and schedule data as well as information from vendors and external entities to facilitate schedule and performance reporting.
· Apply construction scheduling concepts, practices, methodologies, and/or procedures as well as discipline-specific concepts to develop schedules for rail-specific work elements (e.g., electric traction, signal, structure, track) or general construction work elements.
· Perform investigation, including but not limited to visits to the field, and interviews of delivery staff (e.g., engineers, superintendents, Construction Managers), to understand construction means and methods to develop schedules with proper logic ties, sequencing, resourcing, and work calendars.
· Assist Project Manager with maintenance and reviews of project schedules in accordance with approved project parameters.
· Perform review of contractor schedule baseline and updates, including critical path, constructability, risk analysis, and Time Impact Analysis as required.
· Develop reporting mechanisms, dashboards, presentations, and portfolio performance indicators to enable strong program management and executive level decision support.
· Assist Project Manager in evaluation and assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and schedule contingencies.
· Support the development of the portfolio yearly plan by producing updated Primavera P6 schedules, ensuring schedule and resource data integrity, alignment with 5-year plan, and compliance with delivery requirements and deadlines.
· Support resource demand planning, change management, and project pipeline planning decisions.
· Assist development of earned value management reports.
· Track potential changes, giving visibility to the project management team and stakeholders.
· Manage project or portfolio controls data in EPPM or other department-approved systems and tools such as Excel or Primavera P6.
· Ensure compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, and project-specific requirements in the delivery of project controls functions.
· Adhere to Amtrak Enterprise Project Management methodology.
· Perform other related duties as assigned.
MINIMUM QUALIFICATIONS:
* Bachelor’s degree or combination of education and relevant experience will be considered.
· Experience in construction project scheduling and project controls, preferably on medium to high complexity projects.
· Proficiency in primavera P6 Project Management software and tools for scheduling, budgeting, and reporting (e.g., MS Project).
· Demonstrated experience integrating schedules for large projects, programs or portfolios using Primavera P6.
· Understanding of principles and practices of construction project management through all phases of the construction project lifecycle.
· Knowledge of planning and scheduling tools, methods, techniques, standards, and best practices, including resource management, and progress measurement for construction or engineering projects.
· Ability to clearly organize and present project portfolio reports, and other related portfolio technical information.
· Effectively manage time, set priorities, and achieve results in a dynamic, fast-paced environment.
· Skill in communicating complex information clearly and concisely, both orally and in writing across all levels.
· Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project).
PREFERRED QUALIFICATIONS:
· Five (5) years of direct hands-on experience as a scheduler using Primavera scheduling software to develop and maintain multi-discipline scheduling for medium to large complex construction or engineering projects.
· Oracle Primavera P6 certification
· PMI-SP, PMI-RMP, CCP or PSP certification
· PMP certification in good standing
· Understanding of railroad business functions, operations, and design and construction processes.
· Previous railroad experience of Capital & Maintenance Project/Program.
· Experience in preparation of linear schedules and TILOS software.
· Prior experience with XER toolkit or Deltek Acumen.
· Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
· Six Sigma Yellow Belt · Earned Value Management Professional (EVMP) certification.
· Hands-on experience with data analysis and visualization tools like PowerBI.
· Understanding of database management and data operations (e.g., SQL).
· Experience implementing project control software and tools.
WORK ENVIRONMENT:
· 4 days in the office.

· Ability to work under pressure.
· May require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time.
· May require travel to other Amtrak locations to collaborate on assigned projects.

Must have excellent oral and written communication skills.
The salary/hourly range is $78,600-$101,844, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
