SUMMARY OF DUTIES:

This position is for the major capital improvements included in Amtrak’s Capital Delivery Infrastructure group, including the Hudson River Tunnel Program. This program will modernize and transform a critical section of the Northeast Corridor. The Director Force Account (FA) and Outage Planning will play a pivotal role in the success of the Hudson Tunnel Program, and in collaboration with project leadership, will oversee and coordinate all the Track Outage and FA Work for the program. The position will coordinate with the various project managers for the program to create an overall force account and track outage plan for the program. This position will also interface and actively engage with the Infrastructure, Maintenance, and Construction Services (IMCS) managers and leadership as well as Implementation Planning and Resource Coordination (IPRC) in Capital Delivery. They will work with program leadership to report and communicate available resources to the various project stake holders including the executing partners and Gateway Development Corporation pursuant to the requirements laid out in the Force Account Resource Plan in the Project Development Agreement. This position will also plan and direct project force account work across all dimensions and be accountable for project outcomes. Individuals in this role use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities. This role will be responsible for managing direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders. Project Risk: Project / Portfolio (Approx. High/Mega approx. $500M/5yr+ Program)

 

ESSENTIAL FUNCTIONS:

· Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs. 
· Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders. 
· Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes. 
· Work with senior leaders to contribute relevant data to support annual planning activities. 
· Provide project performance and forecasting reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans. 
· Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations. 
· Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management. 
· Decision rights: 
    o Project directors are accountable for project outcomes. They are consulted across project activities and provide approval for project decisions. They should consult with their manager (program director or AVP of program) on any major decision points likely to impact project outcomes.

MINIMUM QUALIFICATIONS:

· Bachelor’s degree in civil engineering with a minimum of 10 years of relevant work experience in Railroad Construction or any equivalent combination of education and experience. 
· Mastery level Construction Management with strong focus on collaboration, team building, and customer service 
· Knowledge of and experience with collective bargaining agreements 
· Knowledge of and experience with Amtrak operations or equivalent rail operator 
· Highly motivated and self-directed 
· Mastery with independent judgment and make solid business decisions within scope of the program 
· Excellent analytical, mathematical, and creative problem-solving skills. 
· Excellent listening, interpersonal, written, and oral communication skills. 
· Logical and efficient, with keen attention to detail. 
· Ability to effectively prioritize and execute tasks while under pressure. 
· Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)

Must have work authorization in the United States

• Advance principles of project management, program development, implementation and administration for improvement and maintenance projects. 
• Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response. 
• Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects. 
• Project delivery, engineering, and maintenance roles, responsibilities, and requirements. 
• Principles and practices of capital and operating budgets preparation and administration. Principles and practices of contract negotiation and administration. 
• Labor unions agreements. 
• The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights. 
• Roadway Worker Protection (RWP), NORAC/ Operating Rules; MW 1000, AMT2, AMT23, AMT27. Skills: 
• Motivate and support people across the organization to work collectively as a cohesive whole to produce superior results 
• Conduct meetings and interviews, interpersonal communications, time management, conflict resolution, and to conduct formal investigations. 
• Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues, and interact with outside stakeholders as well as all levels of Amtrak. 
• Present and discuss programs and projects status with senior management, 3rd parties and the Board of Directors. 
• Effectiveness working diplomatically across teams with varying objectives. Identify, organize and lead cross functional multidisciplinary project teams. 
• Network with internal and external stakeholders, and leverage relationships to resolve complex project issues. 
•Plan, develop and implement objectives, policies, procedures, and work standards to organize and control the design and construction of a capital project. 
•Understand, interpret, and apply applicable laws, rules, regulations, policies, procedures, budgets, contracts, and labor/management agreements. 
• Establish and maintain cooperative and effective working relationships with superiors, peers, and subordinates across the organization. 
• Represent Amtrak before elected officials and the public as requested. Identify talented managers and advocating for their future development. Exercise judgment and creativity in making decisions. Use Microsoft Project, Visio and Office, including intermediate level capabilities in the use of Excel, Power Point, and Word.

 

PREFERRED QUALIFICATIONS:

· Experience managing force account work force 
· Experience planning and implementing track outages to support construction 
· Public/private partnership or joint venture experience 
· Infrastructure construction program management 
· Experience managing programs in the transportation industry environment 
· Qualified in NORAC and RWP

WORK ENVIRONMENT:

· 50/50 split in office building environment and construction site. 
· Work in cubicle setting; stand, sit, bend, twist, use file drawers. Work in field walking on uneven surfaces and around other job site hazards. 
· Sit at computer to complete assignments, projects, and majority of tasks. 
· Ability to work under pressure. 
· Occasional travel as needed.

The salary/hourly range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
