Job Summary
The Project Director – Systems Integration is a key part of the Amtrak team delivering the $16B Hudson Tunnel Project (HTP). This Director will plan for and lead the integration of all Hudson Tunnel subsystems into the existing Northeast Corridor and New York Penn Station infrastructure as part of the Amtrak HTP Systems & Fit-Out team. The individual will have strong knowledge of railroad operations, SCADA, and Rail Systems disciplines. Key responsibilities include development of plans for Rail Activation and Safety Certification, and subsequent leadership of activities necessary for ultimate commissioning of the Hudson Tunnel.
The individual in this role uses advanced knowledge of systems engineering, project management processes and controls to accomplish project objectives by planning and evaluating project activities. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.
Essential Functions
- Develops, maintains and implements the HTP Rail Activation plan
- Works closely with Engineer of Record (EOR) throughout the project lifecycle, engaging Amtrak stakeholders to effectively resolve critical issues.
- Manages internal and external interfaces with the Amtrak Systems & Fit-Out package using formal interface management throughout the project lifecycle
- Supports the formation of the Third-party contractor bid documents as related to interface management and HTP integration into Amtrak’s infrastructure
- Manages Safety & Security activities in support of ultimate Safety & Security Certification
- Prepares new HTP infrastructure for operational readiness in compliance with Amtrak, FTA and FRA regulations
- Works with the Gateway Development Commission to maintain traceability of project requirements throughout HTP design, construction, testing, and commissioning
- Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
- Identify, document and lead the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
- Work with senior leaders to contribute relevant data to support annual Force Account planning activities.
- Provide financial project performance and forecasting reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans.
- Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
- Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.
Minimum Qualifications
- Bachelor’s degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus,
- 13+ years of relevant experience preferred
- 11 years of prior relevant experience required
Preferred Qualifications
- Graduate degree
- Infrastructure construction program management experience
- Experience managing mega programs (>$500M) in the transportation industry
- Experience testing/commissioning systems at Amtrak or another major passenger railroad
Knowledge, Skills, and Abilities
- Experience with integrated testing and commissioning of control systems infrastructure in a rail/transit environment.
- Strong understanding of industry-standard systems engineering practices.
- Demonstrated experience working with SCADA for rail/transit infrastructure.
- Experience working in an operational rail environment and integrating systems into rail operations control centers.
- Experience with FTA-compliant safety certification processes for new infrastructure.
- Ability to work effectively with internal and external stakeholders.
- Must have excellent oral and written communication skills.

- Travel requirements: expectation is that this position will be on-site of active construction project.
The salary/hourly range is $163,000.00 – $211,140.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
