SUMMARY OF DUTIES:
The Project Director Capital Construction provides senior leadership and guidance for achieving best practices in construction management and project delivery methods. The incumbent is responsible for providing management support in delivering projects that provide improved system safety and security, state of good repair, facility upgrades and enhancements, and system expansions. In addition, the incumbent coordinates the in-house construction efforts of the entire program within Amtrak-owned and/or maintained right-of-way, including track, bridges, buildings, signals and communications and electric traction facilities. The role requires regular analytical and metrics-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.

ESSENTIAL FUNCTIONS:
• Develops and implements project plans, schedules and budgets consistent with operational and stakeholders needs.
• Manages and monitors project cost and schedules, report progress. Maintain, adjust and update project plans, as needed. Consolidate, communicate and manage all issues and risks affecting the project, and ensure the timely communication of project status to project participants and stakeholders.
• Ensures project progress by measuring the variance in scope, schedule, cost and quality from the respective baselines and takes necessary action to address deviations.
• Identify, document and leads the evaluation of changes based on cost, schedule, risk and scope impacts. Ensure appropriate packet of relevant information to support appropriate project change and change control request decision processes.
• Work with senior leaders to contribute relevant data to support annual planning activities.
• Provide financial project performance and forecasting reports to senior executives Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans.
• Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions. Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
• Maintains a teamwork environment within all peers. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of project management.
• Decision rights:
•Project directors are accountable for project outcomes. They are consulted across project activities and provide approval for project decisions. They should consult with their manager (program director or AVP of program) on any major decision points likely to impact project outcomes.

MINIMUM QUALIFICATIONS:
• Bachelor’s degree with a minimum of 12 years experience in passenger railroads exhibiting progressive growth and increased responsibility in providing major project delivery services to the public.
• In lieu of education a minimum of 15 years of relevant work experience, or equivalent combination of education, training, and work experience is needed.
• 5+ years of management-level experience in project/construction management, engineering and/or maintenance within passenger railroads, or in any comparable public or private organization.
• Successfully demonstrates expert knowledge and ability to effectively oversee scope, schedule and budgets of capital improvement and capital maintenance programs.
• Mastery level program management practitioner with strong focus on collaboration, team building, and customer service
• Mastery knowledge of competitive procurement processes and regulations
• Highly motivated and self-directed
• Mastery with independent judgment and make solid business decisions within scope of the program
• Excellent analytical, mathematical, and creative problem-solving skills.
• Excellent listening, interpersonal, written, and oral communication skills.
• Logical and efficient, with keen attention to detail.
• Ability to effectively prioritize and execute tasks while under pressure.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:
• Must have excellent oral and written communication skills
• Extensive construction project management and supervisory experience
• Knowledge of applicable labor agreements sufficient to ensure compliance
• Knowledge of Union workforce and labor contracts
• Strong interdepartmental leadership with the ability to identify problems and develop solutions
• Experience with or working knowledge of Construction Management, railroad track, structures, facilities, signals, overhead catenary structures, and other relevant elements
• Extensive experience in railroad maintenance and construction
• Project delivery, engineering, and maintenance roles, responsibilities, and requirements.
• Railroad systems including track, structures, communications, signals, electric traction and track usage procedures.
• Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.
• Social, political, and environmental issues influencing capital programs.
• The Amtrak organization, Federal Railroad Administration and NEC stakeholders, including state and local governments, commuter railroads and freights.
PREFERRED QUALIFICATIONS:
• P.E. preferred but not required
• Design Build Experience
• Infrastructure construction program management
• Experience managing programs in the transportation industry environment
• PMP Certification in good standing Preferred

• Office building environment.
• Work in cubicle setting; stand, sit, bend, twist, use file drawers.
• Sit at computer to complete assignments, projects, and majority of tasks.
• Ability to work under pressure.
• Occasional travel as needed.

PAY TRANSPARENCY:
The salary/hourly range is $163,000-$211,140. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
