Job Summary

The Sr Business Analyst works in Program Development and Project Services within the Capital Delivery department to identify, develop, and implement commercial strategy for capitally-funded projects. The Sr Business Analyst will collaborate closely with Project Management, Procurement and Law to assist with contracting strategy development. This position supports the implementation of alternative delivery methods, such as Construction Manager at Risk (CMAR) , design-build, delivery partner, and public-private-partnerships. This position supports project teams on commercial matters in the procurement phase and execution phase, including but not limited to change orders and claims.  The position collaborates with Capital Delivery teams and other departments to define best practices that improve project delivery. The position develops and performs research to identify industry trends and inform senior leadership decision-making, with a focus on commercial terms and delivery strategy.  This role will also assist with market research to increase competitive efficiencies within the marketplace.

Essential Functions

  • Support the Program Development and Project Services (PDPS) team to advance capitally funded projects with the appropriate contract vehicle to meet organizational objectives and requirements from funding partners.
  • Support for project teams in the solicitation of construction contractors utilizing various delivery methods (design-bid-build, design-build, CMAR, and public-private-partnerships).
  • Support for project teams on commercial matters in the procurement and execution phases.  Execution phase support includes matters such as contract changes, schedule and cost issues, and claims.
  • Conduct market research, including identifying vendors, preparing presentations and materials, and performing status checks of market conditions.
  • Participates in market outreach with vendors, coordinates the participation of Amtrak stakeholders, prepares agendas, and identifies follow-up action items.
  • Identify and develop milestones and relevant incentives and disincentives to ensure completion of projects on time and within budget.
  • Research and report on industry trends and standards.

Minimum Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Business Administration, Law, Public Administration, or a related field.
  • 3 years of experience required.

Preferred Qualifications

  • 3-5+ years of work experience in railroad/transportation construction projects.
  • Relevant advanced degree.
  • Strong working knowledge of alternative delivery methods.
  • Skills in developing strategies and objectives to meet the needs of the corporation in delivering capital projects.
  • Previous experience working with law and procurement to execute capital projects.
  • Familiarity with and ability to apply key concepts in all areas of project management including strategic planning, impact studies, budgetary analysis, logistical planning, and organizational relationships.
  • Demonstrated understanding of railroad operations.
  • Knowledge of public agency processes

Knowledge, Skills, and Abilities

  • Experience in contract development or contract management for construction projects.
  • Understanding of and experience with alternative delivery methods prior to and after award of such contracts.
  • Demonstrated ability to build rapport within all levels of the organization and to communicate effectively with colleagues, departmental managers and senior leadership across organizational disciplines.
  • Demonstrated ability to collect, summarize and analyze qualitative and quantitative information. Strong command of Microsoft Office suite.
  • Working knowledge of project management practices.

The salary/hourly range is $78,600.00 – $101,844.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
