SUMMARY OF DUTIES:
Assist in the management of the New York Division – Track East Department by providing technical, logistical, and administrative support to the Assistant Division Engineer.   Daily duties consist of efficient and cost-effective management of construction, maintenance, and inspection of track infrastructure, while assisting in the leadership of a large agreement force account.  Work primarily third shift on the overnights in both the office and in the field in all types of weather conditions to support a 24/7 operation.

 

ESSENTIAL FUNCTIONS:

  • Ensure all inspection, maintenance, and production work tasks are properly managed and supervised.  Fully comprehend all aspects of track maintenance and respond when variables and situations change to maximize quality of production and minimize disruption of service.
  • Observe field activities to ensure conformance with safety protocols and FRA standards.  Correct activities that do not conform and advise supervision when necessary.
  • Ensure regulatory inspections are compliant with Amtrak policies and the FRA CFR. Comply with FRA, local, and national codes for construction and maintenance of track infrastructure.
  • Participate in planning and implementation of maintenance and construction programs for the Track Department. Plan all construction phases for the installation of new track infrastructure.
  • Monitor the condition of Track assets throughout the sub-division to ensure all aspects of the infrastructure meet or exceed all current Amtrak standards and comply with all relevant regulatory requirements.  
  • Request and monitor the status of procurement for all material and services, and ensure the proper delivery, storage, and installation of materials as well as the performance of any contracted services.  Ensure adequate stock of material is available for running repairs.  Coordinate work activities with other Engineering Departments and the Transportation Department.  
  • Communicates with the System office and provides technical support in the field for all inspection, maintenance, and construction activities.
  • Assist in driving improvement in the overall safety culture. 
  • Available 24/7 to respond to emergencies and interruptions to the operations. Support planned work on weekends.

 

MINIMUM QUALIFICATIONS:

  • Bachelor’s Degree in Engineering or Construction Management or equivalent work experience and training in position of similar capacity, with a minimum of 6 years of experience.
  • In lieu of education, a minimum of 10 years of relevant work experience, or equivalent combination of education, training, and work experience. 
  • Qualified or possess sufficient experience to be qualified in: BMWE labor agreement, FRA Regulations, RWP, NORAC, AMT2, and MW1000.
  • Demonstrated supervisory experience and ability to interface with all levels of employees including both external and internal customers. 
  • Demonstrated knowledge and applied experience in railroad operations, operating rules, and divisional operating processes and procedures.
  • Demonstrated knowledge of project management including scheduling, budgeting, estimating, and coordinating efforts with other technical disciplines. 
  • Demonstrated skills and experience with MS Office, creating spreadsheets, presentations, memorandums, and utilizing other applications to perform job functions.
  • Valid driver’s license.

 

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Possess strategic and tactical skills required for planning and executing complex project work. 
  • Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
  • Strong Safety Focus.
  • Ability to work effectively with internal and external stakeholders. 
  • Ability to work under tight time constrains, pressure, and multiple priorities.
  • Ability to quickly react properly to situational changes.
  • Must have excellent written and oral communication skills.

 

PREFERRED QUALIFICATIONS:

  • Bachelor's Degree in Engineering, Construction Management or equivalent work experience and training in position of similar capacity, with a minimum of 8 years of experience.
  • In lieu of education, a minimum of 12 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Licensed Professional Engineer or ability to acquire.

 

WORK ENVIRONMENT:

  • Combination of Office and field (primary) environment. 
  • Position is subject to respond to emergencies in all weather conditions 24/7.
  • Position is planned to be routinely scheduled on third shift during the overnight.

 

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

 

PAY TRANSPARENCY:

The salary/hourly range is $115,000 - $126,969. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
