Job Summary

The Senior Manager Capital Construction provides Director with skilled assistance with high level construction management tasks and with effective communications to executive leadership. The incumbent is responsible for providing management support for the Hudson Tunnel Project (HTP) tunneling contracts. In addition, the incumbent coordinates with third party stakeholders and in-house program team members.

Essential Functions

  • Coordination with GDC, Designers, third party contractors and Engineering Department resources. Responsibility for Amtrak’s planning, coordination, integration, execution and tracking of HTP tunneling contracts, including technical or engineering management requirements to support both efficient construction of the project and to assure the quality of the tunnels turned over to Amtrak.
  • Responsible for supporting Director in all project management functions, including design reviews, CPM schedule analysis, resource planning, reporting and closeout/turnover with respect to construction of tunnel infrastructure.
  • Support Director in coverage and participation in job progress and other tunnel contract meetings. Participate in coordination meetings with other stakeholders, such as the Hudson River Park Trust. 
  • Develops and fosters interpersonal relationships within the Amtrak HTP team and departments, as well as with Project delivery partners such as GDC, the Port Authority, Designers and contractors.
  • Responsible for the implementation of technical standards, policies, and procedures relating to the Hudson Tunnel Project.
  • Ensures effective utilization of Amtrak staff and force account (FA) labor for HTP tunnel contracts, including planning and management of FA needed for these packages. 
  • Work with Director to provide executive leadership relevant reporting and data to support decision making and annual planning activities.
  • Maintain a teamwork environment within all peers. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of project management. Maintain professional licensing.

Minimum Qualifications

 

  • Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree

PLUS

  • 9 years of prior relevant experience required
  • 11+ years of relevant experience preferred

Preferred Qualifications

  • PE preferred but not required
  • Strong understanding of and significant experience using P6 tools
  • OSHA 10 safety training; OSHA 30 preferred
  • Bachelor's degree in engineering, construction management, or a closely related field

Knowledge, Skills, and Abilities

  • Must have extensive construction management experience or construction-facing infrastructure design experience
  • Demonstrated scheduling experience; ability to work with P6 scheduling consultants to analyze contractor schedules and generate “what if” schedule scenarios; familiar with P6 CPM usage and terminology
  • Skills using Word/Excel/Outlook for communications, reporting and spreadsheet tracking
  • Extensive experience in infrastructure, heavy civil and/or tunneling construction or design
  • Understand, interpret, and is familiar with budgets, contracts, and labor/management agreements
  • Demonstrated ability to work under tight time constraints, pressure and multiple priorities
  • Must have excellent oral and written communication skills
  • Extensive construction project management experience
  • Strong leadership skills with ability to identify problems and develop solutions
  • Bachelor's degree in engineering, construction management, or a closely related field

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
