Job Summary

Negotiate and administer multiple rail service contracts with states and Joint Powers Authorities. Develop negotiating strategies and positions; build consensus both within and outside of the company; negotiate agreements, contract amendments and other 3rd party contracts; and administer existing and new contracts and agreements. Assist in the growth of the SSSL by identifying possible new state supported business opportunities and/or assisting states in their plans such as additional frequencies of existing services, expanded schedules or new routes including advising state partners on schedules, equipment and host railroad issues. Work with the company's Finance Department to ensure timely and accurate financial forecasts, invoicing and performance reporting. Work collaboratively to manage and/or coordinate projects as requested by state partners (i.e. new stations, PIDS, other improvements/enhancements) as well as assist state partners in making changes to existing services (i.e. food and beverage changes, schedule changes) including ensuring the involvement of the appropriate internal departments.

Essential Functions

  • Lead the development of appropriate pricing for state-supported rail passenger services.
  • Provide leadership in coordinating the negotiation of agreements with the Amtrak Law and Amtrak Finance Departments to ensure nsure appropriate remuneration and compliance with Amtrak legal and financial requirements and objectives, as well as Labor Relations and Human Resources.
  • Interface directly with Operations, Operations Planning and Mechanical Departments, including General Superintendents, Division Engineers, and Master Mechanics to address specific issues associated with administering the agreements and contracts to ensure compliance with all contract terms and requirements.
  • Identify new or additional state supported business opportunities and provide proposals to state partners.
  • Assist state partners in implementing business opportunities they identify including advising on schedules, equipment, host railroad issues, and other related issues as well as providing financial evaluations.
  • Provides oversight for two positions: a Commercial & Strategy and Development Mgr and a Third-Party Development Lead

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of education, training and/or relevant experience. 
  • Plus 9 years of relevant work experience.

Preferred Qualifications

  • JD, Masters degree or Bachelor’s degree in business, engineering, transportation, law, or related field . 
  • Plus 11 years of relevant work experience.

Knowledge, Skills, and Abilities

  • General working knowledge of the Passenger Rail Investment and Infrastructure Act (PRIIA)
  • Ability to manage multiple tasks and/or projects and the confidence to make decisions with limited management oversight
  • Superior oral and written communication skills, the highest integrity, and an ability to succeed under intense time pressure
  • Strong advocacy and communications skills including experience making presentations to senior management, 3rd parties and the Board of Directors
  • Expertise in negotiating complex issues and drafting appropriate contract terms with federal and state officials
  • Proficiency in project planning and management, business development and agreements negotiation

The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
