**This role will work with projects primarily located in the Newark, NJ vicinity.**

 

SUMMARY OF DUTIES:
The Senior Design Manager – Architecture will function as the design executive and subject matter expert for Amtrak’s Newark, NJ portfolio. The incumbent shall have a thorough and demonstrated knowledge of complex building projects similar to Penn Station, New York. This position requires the ability to work independently from inception through completion, collaborate with stakeholders and project partners, build consensus, identify, manage, and control change, as well as support the development and procurement of contract documents, fit-for-purpose construction documents, and audit work for quality assurance. The role requires continual monitoring and progressing of multiple projects in parallel from the design phase through construction.


ESSENTIAL FUNCTIONS:

  • Oversee and provide direction of the design progress from concept through delivery on multiple projects in parallel. Ensure compliance with Amtrak standards and guidelines and all applicable federal/state/regional regulatory agencies requirements. 
  • Engage with internal and external stakeholders (including customer service, operations, planning, real estate, engineering, transportation, local and state agencies, FRA, FTA and other partners as required) to determine project needs and priorities. 
  • Manage and monitor the internal stakeholder review process. Manage expectations of competing stakeholders in a matrix organization.  Ensure alignment with project scope and limitations.  
  • Performs reviews of contractors’, GECs’ and internal schedules for proper logic, impact on service and available resources and departmental goals and objectives.
  • Analyze and review change orders, prepare cost estimates, prepare backup justification for submission to Procurement/ Contracts or for negotiations with contractor and/or GEC.  
  • Process Requests for Information (RFI) and other design related project requests. Develop, issue, and electronically file project and record documents, submittals.  
  • Performs technical reviews of construction submittals to ensure compliance with design intent and project requirements.  
  • Reviews GEC, contractor and vendor invoices for approval.  Processes same ensuring accuracy and timeliness.    
  • Evaluate value engineering proposals.
  • Develop and evaluate solicitation documents including BODs, RFQs and RFPs in support of the Newark, NJ Portfolio.  These solicitations may include Design Build (DB), Progressive Design-Build (PDB); Design-Bid-Build (DBB); Construction Manager-at-Risk (CMAR); and Public-Private Partnership (P3) forms of project design, build, delivery and operations. 
  •  Support construction administration activities. Develop punch lists and oversee delivery of satisfactory project closeout documentation such as warranties, O&M manuals, and as-built drawings. 
  • Provide regular status reports and present progress to senior leadership.
  • Develop station and back of house design standards collaborating with other Amtrak stakeholders. 
  • Provide mentorship and delegate experience-appropriate tasks to direct and indirect reports.
  • Prioritize safety and security, sustainability, resiliency and customer experience.  
  • Identify, document, and implement Amtrak’s requirements into projects. Mitigate disagreement through research, partnering and consensus. 


MINIMUM QUALIFICATIONS:

  • Relative professional experience in the construction phase.  
  • Expertise in delivering solutions which integrate the most up-to-date codes and standards in the City and State of New York.
  • Bachelor of Architecture Degree (B.Arch), or Bachelor of Engineering Degree (B.Eng.Sci or similar) degree
  • Licensed architect or engineer.
  • Experience with all phases of multiple discipline projects and various contracting strategies including DBB, DB, PDB, and CMAR.

 

MINIMUM KSA (Knowledge, Skills and Abilities):

  • These include proficiency with the facilities design and delivery process from inception through closeout with an emphasis on contractual agreements, design solutions, construction documents, and leading projects successfully through the delivery process.
  • The Senior Design Manager shall be capable of building rapport through the utilization of graphic, verbal, written, and other forms of communication.  
  • The incumbent shall have experience with Microsoft Office suite, Primavera or Microsoft Project as well as the ability to be trained and become familiar with Amtrak’s requirements, systems, and software.


PREFERRED QUALIFICATIONS:

  • 9-12+ years of professional experience and at least 10 years in the construction phase.  
  • 10+ years as a Licensed Architect / Professional Engineer within the State of New York.  
  • USGBC LEED GA or AP, ENVISION
  • Project Management Institute (PMI), Project Management Professional (PMP).
  • NEPA and SHPO project history and certifications.
  • Understanding of railroad business functions, operations, and design and construction processes.
  • Previous railroad projects including stations, facilities, and properties.

 

WORK ENVIRONMENT:

  • The Stations Capital Delivery group is a new department at Amtrak tasked with delivering both New York Penn Reconstruction and Expansion in addition to other projects in the district.

The salary range is $135,800 - $176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
