Job Summary
Amtrak is in the midst of a once-in-a-generation effort to transform New York Penn Station through a multibillion-dollar public-private partnership with the support of USDOT and the Federal Railroad Administration.
The Senior Program Manager will report to the Program Director and be responsible for overseeing and improving project controls activities consistent with Amtrak’s Enterprise Project Management Standards and industry best practices to ensure effective project scope, schedule, and budget management for the New York Penn Station Transformation Project. The Senior Program Manager will lead a program management and controls team, manage and mentor direct reports, and partner with internal and external stakeholders to ensure compliance with governance standards and federal reporting requirements and successful coordinated execution of the New York Penn Station Transformation Project
Essential Functions
- Manage and mentor a team of 3-5 project controls specialists and project managers.
- Oversee project scheduling, cost control, forecasting, document control, and reporting functions.
- Create and manage master schedules, risk registers, and budget baselines.
- Drive risk identification, impact assessment, and mitigation planning.
- Continually improve upon program management and controls activities by analyzing current processes and procedures and establishing and implementing best practices.
- Collaborate with senior leadership and provide regular analytical and metrics-based reporting to support leadership decision-making.
- Foster internal partnerships to support execution of required activities and sound decision-making.
Minimum Qualifications
- Bachelor’s degree or equivalent combination of education, training and/or relevant experience.
- Minimum of 9 years of experience overseeing project management and/or controls functions of complex projects
Preferred Qualifications
- Minimum of 11 years of experience leading the development and/or delivery of complex programs, portfolios, and projects.
- People management experience.
- PMP in good standing.
- PMI-SP, PMI-RMP, CCP or PSP certification.
- Six Sigma Green Belt.
Knowledge, Skills, and Abilities
- Experience with capital project management and controls, with demonstrated ability to oversee projects in various lifecycle stages and ensure alignment with organizational goals and objectives.
- Must have robust analytical abilities, strong written and verbal communication skills, and great attention to detail.
- Must have a strategic and critical-thinking mindset with business acumen.
- Must be a proactive professional, capable of independently driving and prioritizing work.
- Must have strong interpersonal and meeting facilitation skills, with demonstrated ability to present to executive-level internal and external stakeholders and build consensus among diverse groups.
- Must have ability to oversee multiple contracts simultaneously, prioritizing tasks and resources effectively to meet project objectives and deadlines.
- Must have ability to manage resources in a continuously changing environment with competing demands, demonstrating adaptability and flexibility in resource allocation and project planning.
- Must have demonstrated mastery of Microsoft Office Suite (i.e. Word, PowerPoint, Excel, SharePoint, etc.) and other relevant tools essential for effective project management.
The salary/hourly range is $135,800.00 – $176,040.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
